Yet, the licit uses of drugs, especially for medical and scientific needs, cannot be suppressed. Apparently, it is a ques tion of determining the…vvorld requirements of drugs for such legiti mate uses, and of producing and manufacturing them accordingly. Owing to their multifarious medical uses in various parts of the world, it proves to be almost impossible to determine exactly the amount of drugs required for legitimate purposes. There is also the complicating factor that drugs are used for sociological and religious reasons, which have a long history. Not only arc the licit uses and legitimate amounts of drugs difficult to determine but also such difficulties give rise to illicit traffic in them. Yet, it is believed that a concerted international policy, coupled with national co-operation, on various facets of the related problems-namely, limitation of production and/or manufacture of drugs, restriction on cultivation of plants that may contribute to addiction-producing substances, training and rehabilitation of drug addicts, and efficient national administration-would help eradicate drug-abuse. The purpose…of this book is to provide an up-to-date account of the diag nosis and treatment of all the clinically important poisons. Throughout the text the aim has been to emphasize the mechanisms of toxicity - wherever they are known - so that a rational approach to therapy may be devised. In addition, substantial chapters have been devoted to the psychiatric assess ment of self-poisoned patients and to the role of the laboratory. Two styles of presentation have been adopted. Certain topics are discussed in depth either because of their clinical importance or because recent data have become available concerning pathophysiology or treatment. In contrast, when subjects have been well described previously in general medical texts, for example, carbon monoxide poisoning, the discussion is far more brief and to the point. A similar style has been adopted with recently introduced drugs, where little is known about the effects in overdose. Moreover, many specialists have turned to the analysis of the expenditures of the budget in an attempt to determine the amount of financing of military expenditures-for example, Holzman, Financial, 1975. Due to the scarcity of data a large number of important problems have remained unstudied in all these works. One of these is the following. If we believe official Soviet statistics, the state budget of the USSR regularly comes out with an excess of revenues over expendi tures; each year a 'budget profit' is formed. This in itself already seems quite strange. Cattle are the most numerous of the ruminant species in the tropics and provide the largest quantity of…animal food products. More than one-third of the world's cattle are found in the tropics. Disease is the major factor which prohibits full utilization of these regions for cattle production. Various infectious and transmissible viral, rick ettsial, bacterial, and particularly protozoan and helminthic diseases, are widespread in the tropics and exert a heavy toll on the existing cattle industry there. This uncontrolled disease situation also discourages investment in cattle industries by private and government sectors. In Africa alone, it is estimated that 125 million head of cattle could be accommodated in the tropical rainbelt if the disease and other animal husbandry factors could be resolved. The potential of efficient cattle production under more favorable conditions prompted various international agencies to establish a multi million dollar International Laboratory for Research in Animal Diseases (ILRAD) in Nairobi, Kenya, Africa. In South America, principal sites for raising cattle are shifting to the savannah lands because the more fertile soils are being used for crop produc tion, however, in the savannahs also, disease remains the most powerful deterrent in implementing the cattle industry. 680 pp. Englisch.

The status and character of this preface is therefore somewhat ambiguous: on the one hand it does not comment extensively on the articles to follow, on the other hand it could not have been conceived and written in the way it was without knowledge of all the contributions to this volum- which contains revised editions of papers for the workshop - nor without the cooperation of the participants in the above mentioned symposium. Furthermore, although the following may sound slightly programmatic and summary, we hope that it will be sufficiently explicit to provide some key words and concepts useful for further scholarly work. Perhaps the most important result of our efforts is the very structure of these notes: it is aimed at providing methodological orientations for the investigation of what turned out to be a very peculiar period in the history of science. xi H. Currently, this new phase is being symbolically referred to, by the Chinese leaders themselves, as the 'New Long March' (a continuation of the legendary and…historical Long March) in terms of modernization, which comprises the Four Modernizations: Agriculture, Industry, Science and Technology, and Military Defense. Such an all-encompassing attempt at modernization may appear, to some at least, to be something new, or may indicate a radical shift in her policy. But upon closer examination, this decision seems only to reflect an historical continuity in terms of the two major long-term goals of the Chinese Revolution: 'national independence' and 'modernization' (or 'industrialization'). The former would make China strong; the latter, wealthy. For, ever since the Opium War in 1840 and throughout the Revolutions of 1911 and 1949, China has always pursued these two revolutionary goals, though with different emphases at different times. This has been especially true during the past three decades as this twofold goal has dictated all of China's important policies, both domestic and foreign. In other words, while the concrete policies may have appeared to be lacking in unity at times, they have been formulated with the specific intent of achieving national independence and modernization. From this perspective, the New Long March marks the passage of post-Mao China beyond the transition of succession toward the continued pursuit of the same revolutionary goals. 214 pp. Englisch.

The polar cap is an important part of the high latitude atmosphere not only because of circulation and horizontal trans port in the neutral atmosphere and convection in the ionosphere, but also because of its unique energy sources and sinks. In addition, solar wind plasma is led into-the upper atmosphere by the geomagnetic field at the poles, and the polar cap is, as stated by Tutorial Leader Roederer in this volume, 'the place where outer space meets earth'. The atmosphere at lower latitudes is well-known to the ground-based observer, and the advent of satellite observations was simply the beginning of a new perspective. The exploration of the atmosphere at polar latitudes, however, proceeded in quite the opposite manner, and satellite maps of the polar caps may be compared with a relatively meagre set of ground-based data. Recent efforts to extend the polar observations from the ground have resulted in the need for a review of the physical principles and processes occurring in the polar upper atmosphere. The interdisciplinary nature of these efforts led to the emphasis here on a tutorial program. 518 pp. Englisch.
