Policy makers may use a variety of methods of analysis in planning trade policy. As computing power has grown in recent years increasing attention has been give to economic models as one of the most powerful aids to policy making. These models can be used on the one hand to help in selecting export industries to encourage and infant industries to protect and on the other hand to chart the larger effects ofttade policy on the entire economy. While many models have been developed in recent years there has not been any analysis of the strengths and weaknesses of the various types of models. Therefore, this monograph provides a review and analysis of the models which can be used to analyze dynamic comparative advantage.

There are two ways to increase yield: by improving the control of the manufacturing process and by designing the process and the circuits in such a way as to minimize the effect of the inherent variations of the process on performance. The latter is typically referred to as 'design for manufacture' or 'statistical design'. As device sizes continue to shrink, the effects of the inherent fluctuations in the IC fabrication process will have an even more obvious effect on circuit performance. And design for manufacture will increase in importance. We have been working in the area of statistically based computer aided design for more than 13 years. During the last decade we have been working with each other, and individually with our students, to develop methods and CAD tools that can be used to improve yield during the design and manufacturing phases of IC realization. This effort has resulted in a large number of publications that have appeared in a variety of journals and conference proceedings. Thus our motivation in writing this book is to put, in one place, a description of our approach to IC yield enhancement. While the work that is contained in this book has appeared in the open literature, we have attempted to use a consistent notation throughout this book.

In addition to those specific features of black holes that are important for the interpretation of their possible astrophysical manifestations, the theory has revealed a nurober of unexpected characteristics of physical interactions involving black holes. By now, a fairly detailed understanding has been achieved of the properties of the black holes, their possible astrophysical manifestations, and the specifics of the various physical processes involved. Furthermore, profound links were found between black-hole theory and such seemingly very distant fields as thermodynamics, information theory, and quantum theory.

Zelen and Federer (1965) used the calculus for the analysis of designs having several classifications with unequal replications, no empty cells and with all the interactions present. Federer and Zelen (1966) considered applications of the calculus for factorial experiments when the treatments are not all equally replicated, and Paik and Federer (1974) provided extensions to when some of the treatment combinations are not included in the experiment. In an earlier book, The Powerholders, I I described several psychological principles that appear to govern the behavior of people who control and use social power. In particular, I examined how the successful use of power transformed, for the worse, the values and behavior of the influencing agent. My interest in the relation between technology and power grew out of reading David Howarth's Tahiti: A Paradise Lost,2 a description of the almost causal ways in which Western technology was used by early explorers and traders to obliterate the Tahitian civilization. In reflecting on what happened in Tahiti, what struck me was the similarity in the behavior of these explorers and traders to the behavior of the husbands, wives, and businessmen, in positions of power, that I wrote about in my earlier book. Technology and Power is concerned with the issue of how the added power provided by technology changes the behavior of people who control it. I describe these changes among managers at work, psychologists, physicians, and colonists. What unifies these disparate areas is the implacable logic of power.
