Under such rules 'the government would become, almost inevitally, a destabilizer rather than a stabilizer' said Joseph Stiglitz, quoted by the New York Times (April 1995)). 'Built-in stabilizers are automatic fiscal adjustments that reduce the national income multiplier and thus cushion the effects of changes in autonomous spend ing on the level of income' (Pechman [1987]). The papers (and posters) presented at the symposium represented a broad spectrum of topics in atomic force microscopy, scanning tunneling microscopy, and other probe microscopies.

Thus, much research work is under progress in these fields, since software process improvement impinges directly on achieved levels of quality, and many application experiments aim to show quantitative results demonstrating the efficacy of particular approaches. Requirements for safety and reliability - like other so-called non-functional requirements for computer-based systems - are often stated in imprecise and ambiguous terms, or not at all. Specifications focus on functional and technical aspects, with issues like safety covered only implicitly, or not addressed directly because they are felt to be obvious; unfortunately what is obvious to an end user or system user is progressively less so to others, to the extend that a software developer may not even be aware that safety is an issue. Therefore, there is a growing evidence for encouraging greater understanding of safety and reliability requirements issues, right across the spectrum from end user to software developer; not just in traditional safety-critical areas (e.g. nuclear, aerospace) but also acknowledging the need for such things as heart pacemakers and other medical and robotic systems to be highly dependable.

After realizing that the real problems had gradually shifted away from the network media to the periphery of the network, focus also began to shift. Adapter design, protocol implementation, and communication systems architecture began to attract our interest. Networking -not Networks-became the hot issue.

Further, a majority of the countries benefitting from this globalization drive have seen a rise in inequality and poverty. This failure of market driven globalization to reward the benefits equitably led the United Nations to proclaim 1996 as the International Year for the Eradication of Poverty (IYEP) and the decade of 1997-2006 as the international decade for the eradication of poverty, and to promote 'people-centered sustainable development'.

Neuware -Synthesis of Finite State Machines: Logic Optimization is the second in a set of two monographs devoted to the synthesis of Finite State Machines (FSMs). The first volume, Synthesis of Finite State Machines: Functional Optimization, addresses functional optimization, whereas this one addresses logic optimization. The result of functional optimization is a symbolic description of an FSM which represents a sequential function chosen from a collection of permissible candidates. Logic optimization is the body of techniques for converting a symbolic description of an FSM into a hardware implementation. The mapping of a given symbolic representation into a two-valued logic implementation is called state encoding (or state assignment) and it impacts heavily area, speed, testability and power consumption of the realized circuit.The first part of the book introduces the relevant background, presents results previously scattered in the literature on the computational complexity of encoding problems, and surveys in depth old and new approaches to encoding in logic synthesis.The second part of the book presents two main results about symbolic minimization; a new procedure to find minimal two-level symbolic covers, under face, dominance and disjunctive constraints, and a unified frame to check encodability of encoding constraints and find codes of minimum length that satisfy them.The third part of the book introduces generalized prime implicants (GPIs), which are the counterpart, in symbolic minimization of two-level logic, to prime implicants in two-valued two-level minimization. GPIs enable the design of an exact procedure for two-level symbolic minimization, based on a covering step which is complicated by the need to guarantee encodability of the final cover. A new efficient algorithm to verify encodability of a selected cover is presented. If a cover is not encodable, it is shown how to augment itminimally until an encodable superset of GPIs is determined. To handle encodability the authors have extended the frame to satisfy encoding constraints presented in the second part.The covering problems generated in the minimization of GPIs tend to be very large. Recently large covering problems have been attacked successfully by representing the covering table with binary decision diagrams (BDD). Kinsella, Dean ofthe College of Agricultural and Environmental Sciences at the University of California-Davis, passed away on May 2, 1993, at the age of 55. In August 1995, fonner students and post-doctoral fellows of Dr. Kinsella met at the American Chemical Society National Meeting in Chicago to convene a Symposium on Food Proteins and Lipids to honor Dr. Kinsella's enonnous contribution to the field of food science and nutrition. This book is a collection of papers presented at that symposium. A native of Ireland, Dr. Kinsella received his bachelor's degree in agricultural sciences in 1961 from the University of Dublin. He received his master's degree in biology in 1965 and a doctorate in food chemistry in 1967 from Pennsylvania State University. He joined the Food Science faculty at Cornell University in 1967. While at Cornell, he served as Chair of the Department of Food Science from 1977-1985 and Director of the Institute of Food Science from 1980-1987. He was designated Liberty Hyde Bailey Professor of Food Biochemistry in 1981, a Fulbright Fellow in 1983, and was selected as the General Foods Distinguished Professor of Food Science in 1984. He was named a Leading Professor in the State University of New York, the highest professorial honor in the SUNY system. In 1990 he joined the University of California at Davis as Dean of the College of Agricultural and Environmental Sciences.
