The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10…th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The selection of subject matter has been, of course, conditioned by what interests me and is somewhat heterogeneous. However, it is connected by two major themes. The first is that it emphasizes the dynamic nature of technology, in the sense that it must be approached as a process evolving in time that can often be described in quantitative terms. The second is that I have chosen topics that I believe are essential for a strategic sense of how to plan for, execute, and respond to technological change. These two themes complement each other because the strategic sense requires an appreciation of the dynamics and the dynamics naturally lead to a consideration of how to deal with technology so that it can be used to achieve human objectives. Demographers relied almost exclusively on demographic transition theory as their para digm for understan…ding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. This, I think, gives an indication of how difficult it can be to conceive of organizations which d…o not have a hierarchical structure. A rather similar response was obtained when, in the 1950's, an account was given to a manager of the British Coal Board of an autonomous composite team of more than 40 miners, who had taken over complete responsibility for a three-shift cycle, and divided the income obtained among themselves. His comment was that this could not possibly work. The new mode of work organization which had been evolved by the miners in several pits in the Durham coal fields was, at the time, well ahead of the prevailing concepts and philosophy of both management and the Trade Union. It did not help matters very much that the detailed accounts were presented in an academic and scientific form (Trist et aI. , 1963; Herbst, 1962). I think that we felt that all the backing of systematic research and data analysis would be needed to present the case for modes of organization, which deviated from conventional practice. However, something was learned from this experience. When at the beginning of the 1960's the Norwegian Work Democratization Project was started, a number of demonstration sites were set up which people could look at, and which could function as centers for diffusion. 124 pp. Englisch.

The development and first remarkable successes of light scattering by impurities in crystals have occurred in the comparatively short time since my original book was sent to press. After experimental observation of the sidebands (wings) in impurity infrared absorption spectra, interest in these spectra as a source of information on the vibrations of a crystal in the neigh borhood of an impurity has increased significantly. Therefore, in addition to making minor corrections, r have supplemented the section on the effect of anharmonicity (section25) and written two new sections and another Appendix on infrared ab sorption, scattering of light by an impurity center in a crystal, and the adiabatic approximation, respectively. There have been tremendous advances, both in methodology and in c…onceptualization, yet the literature is scattered in journals encompassing many disciplines. In particular, there have been only very limited attempts to write about the philosophical, conceptual, and controversial issues in this field; to pull together diverse findings; and to provide some general perspective on its future. As will probably be apparent, I am a clinical psychiatrist who also has a fundamental interest in animal behavior, especially primate social behavior. I entered the field from a clinical research standpoint to devel op some animal models of depression after being stimulated to do so by Dr. William Bunney, then at the National Institute of Mental Health and now at the University of California-Irvine. The field has grown rapidly since then and there is considerable research activity. Indeed, the re search activity has grown more rapidly than our conceptualization of what animal models are and are not. Animal preparations are now available for studying specific aspects of certain types of psychopathology. Thoughtful workers in the animal modeling field no longer talk about comprehensive models but rather about more limited experimental preparations in animals for studying certain specific aspects of human psychopathology. 216 pp. Englisch.

There are also limits on our un derstanding of how these substances may be ingested, inhaled, or absorbed by people. Other, more comprehensive methods which provide realistic and interpretable results must be used. Many scientists believe that humans represent the ultimate sentinel species of a toxic exposure re sUlting from environmental pollution, however such exposures may also se verely impact environmental health. There exists a wide variety of organ isms in the natural environment that could be used to provide an early warning for potential human health effects as well as to indicate adverse ecological effects. The investigation of liquid and amorphous semiconductors is of great practical importance, first, because all the solid semico'nductors are usually prepared from the liquid phase and it is important to know the electrical and other properties of this phase; secondly, amorphous semiconductors are beginning to be used in industry, for example, amorphous Sb S films in vidicon tubes. In some cases, especially in optical instruments, 2 S amorphous semiconductors have advantages compared with crystals. Theore tical studies of amorphous semiconductors should help in these practical applications. The present monograph is the first attempt to present systematically the quantum electron theory of amorphous conductors. Yet, new techniques permit increasingly refined determination of polymer chemistry and morphol ogy_ The correlati…on of this knowledge with physical properties of polymers is helpful to planned synthesis of new products. The most prominent spectroscopic techniques through the forties and fifties were infrared and ultraviolet spectroscopy. Nuclear magnetic resonance, electron spin resonance and MOssbauer spectroscopy started making sig nificant contributions to polymer chemistry in the early sixties. Still more recently fluorescence spectroscopy and laser Raman spectroscopy have become readily appli cable to polymers and are contributing significantly to the understanding of the relationship between polymer structure and properties. Determination of the distribution of monomer se quences by molecular size has become possible through combined gel permeation chromatography and spectroscopic analysis. Fragments of polymers from chemical break down or from pyrolysis are further fractionated and structurally analyzed. An exciting new discovery which is now being further developed is the possibility of being able to use some viruses (e.g. vaccinia, adenoviruses, etc.), as carriers for other antigens. This may open up the way for the production of vaccines that will be inexpensive and that will confer long lasting immunity after only one injection.
