My focus is on reviewing discourses around the practice of ¿professional¿ inquiry, with a view to reconsidering the way in which people create expectations for accountable social inquiry. My focus hereon is related to my concern that the manner in which judgments about researchers¿ accountability are made, is not without social consequences for our way of living in society. I have approached the issues by beginning with a discussion of tenets of the position called ¿positivism¿ (so named by certain proponents), and by considering the view on accountability that is implied by adherence to these tenets. Briefly expressed, positivist argumentation suggests that researchers are required to ¿do science¿ in a manner that warrants their being considered, indeed, scientists. I use my discussion of accountability as seen within positivist argumentation to explicate ways in which alternative positions have arisen as ways of treating accountability issues. The load of the global Internet backbone will soon increase to tens of terabits per second.… This indicates that the backbone bandwidth requirements will increase by a factor of 50 to 100 every seven years. Transportation of such high volumes of data requires suitable media with low loss and high bandwidth. Among the available transmission media, optical fibers achieve the best performance in terms of loss and bandwidth. High-speed data can be transported over hundreds of kilometers of single-mode fiber without significant loss in signal integrity. These fibers progressively benefit from reduction of cost and improvement of perf- mance. Meanwhile, the electronic interfaces used in an optical network are not capable of exploiting the ultimate bandwidth of the fiber, limiting the throughput of the network. Different solutions at both the system and the circuit levels have been proposed to increase the data rate of the backbone. System-level solutions are based on the utilization of wave-division multiplexing (WDM), using different colors of light to transmit s- eral sequences simultaneously. Successful business practice depended on the soundjudgment of the decision-maker in solvinglocation problems. Each of these enterprises produced some wastes. Finding a location to dispose of these wastes was not a difficult task. In less-enlightened times, governments resorted to fiat and land-condemnationto take the sites needed th for disposal. In the 19 century, industry grew rapidly in Great Britain and elsewhere as mass production served expanding populations of consumers. The by-products of mass-production were often simply discarded in the most expeditious manner. In the biomedical domain, content-based im age retrieval can be used in patient digital libraries, clinical diagnosis, searching of 2-D electrophoresis gels, and pathology slides. I started my work on content-based image retrieval in 1995 when I was with Stanford University. The project was initiated by the Stan ford University Libraries and later funded by a research grant from the National Science Foundation. The goal was to design and implement a computer system capable of indexing and retrieving large collections of digitized multimedia data available in the libraries based on the media contents. At the time, it seemed reasonable to me that I should discover the solution to the image retrieval problem during the project. We have words and phrases like 'genius,' 'above average intelligence,' 'average' and 'mentally deficient' to describe…different levels of cognitive ability. In the United States widespread use of intelligence tests followed the success of the in World War I, and for the next half-century Army Alpha and Beta Tests intelligence tests were the major measures used to predict school and vocational achievement. Learning was primarily studied in laboratories, and the behaviorist theories that were dominant largely dealt with changes in overt behavior. As a result there was relatively little influence of learning research on concepts involving cognition and intelligence. The transition from behaviorism to cognitive psychology that began in the 1940's and 50's came into full flower in the 1970's and 80's, and great progress was made in understanding learning, memory, and thinking. In the decades following World War I there had been many debates about the possible influence of environmental conditions on intelligence, but the cognitive abilities measured by intelligence tests were generally believed to be determined by heredity. The intelligence tests of cognitive abilities correlated substantially with academic performance; so their use in determining which students needed special help in school or which students were capable of university work was widely accepted.
