They detail what is wrong with the political process of National Information Infrastructure policymaking and assess how different media systems (telecommunications, radio, television broadcasting, and the like) were originally established. spelling out the technological assumptions and organizational interests on which they were based and showing why the old policy models are now breaking down. The new digital electronic networks are not analogous to railways and highways or their electronic forebears in telephony and broadcasting~they are inherently unfriendly to centralized control of any sort, so the old traditions of common carriage and public trustee regulation and regulatory gamesmanship no longer apply. "Dating from the beginning of historical memory, the obelisks of ancient Egypt—those tall, tapering shafts typically weighing from 200 to 500 tons—were carved from a single block of solid stone to commemorate the ruler of the moment. If they were still in fashion as monuments, even the ruler of a nation that can lift men to the moon would find it no cinch to erect even a typical Egyptian model. Many of these ancient monoliths, taken from Egypt as trophies of conquest and symbols of power through the efforts of extraordinary human labor and engineering ingenuity, were re-established in the capitals and seats of empire that also inherited Egypt's burden of civilization. While near the climax of their historical potency, obelisks were erected by Alexandria, Nineveh, Constantinople, Rome, Paris, London, New York. Fascinating as obelisks are as tracers of world history, the methods by which they have been moved and raised from ca. BC1500 to AD1880 (when the New York obelisk was raised) are more interesting still: the study of these methods comes close to being an encapsulated history of mechanical and civil engineering—from the use of stone and wood to iron and steel, from man power through horse power to steam power, from the lever and inclined plane through the pulley and capstan to the hydraulic jack and screw propeller. This epic history and these epic (literally "cast of thousands") engineering feats are indeed succinctly encapsulated in this volume. It is ironical that the Egyptians left behind descriptive and pictorial records of the most prosaic activities of daily life, but very little of their most astonishing achievements: the building of the pyramids and the moving of the obelisks. The book records such information as we have, together with various conjectures. What is certain is that the obelisks were moved great distances by man power alone. The Romans left scarcely more of a record, beyond a few references in Pliny, even though they overcame the additional difficulty of a transmediterranean voyage. We do have a full record of the moving of the Vatican obelisk in 1586 from several contemporary accounts, most especially that of the project's deviser and chief engineer, Domenico Fontana. This move is the central concern of the book: "It was this proud symbol of the triumph of Christian Rome over pagan Rome that prompted many popes to plan the inclusion of the obelisk into the pattern of the new Rome. It required moving this enormous stone 275 yards from its old position to the new one in front of the cathedral, and it therefore became a topic of major interest among engineers as well as among prelates." The book details how Fontana, with the enthusiastic backing of Pope Sixtus V, solved the problem by utilizing 48 capstans spread over what is now St. Peter's Square, turned by the combined musclepower of men and horses. Full accounts are also given of the Paris, London, and New York obelisks. Of particular interest here are the various methods—including a pontoon built around a prone obelisk—by which the monoliths were transported on the high seas. Soldier of fortune, spy, womanizer, brilliant scientist, intriguer, autocrat, inventor, adventurer, an American expatriated to England who did his most productive scientific work in Munich and who died in France, a man devoted to relieving the suffering of the poor~Rumford was all this and more, and Sanborn Brown's new biography makes clear that all these aspects merge into a whole human being. The man who conducted experiments on the caloric theory of heat and the ladies' man are one and the same, not different faces of a fractured personality. The book traces Rumford's life from his birth in a farmhouse near Boston through his education, his marriage to the richest widow in New Hampshire (at age 19), his espionage work for the Tories during the American Revolution, his understandable move to the European Continent after that revolution. Rumford was knighted by George III, and applied himself to reorganizing the Bavarian army. He later settled in England, founded the Royal Institution, and dallied with the high~born Lady Palmerston. The book closes with Rumford's move to Paris, his marriage to one of France's richest women, Mme. Lavoisier, widow of the famous chemist, and his subsequent death. Through all these years and events, Rumford also pursued his work in Natural Philosophy~science. Sanborn Brown, himself a physicist, lucidly explains Rumford's contributions to science. He points out that although Rumford's contributions to the physics of heat and light were important to "pure" science, Rumford himself was more interested in their applications to producing better kitchen stoves, for feeding the poor, and for making better lamps. In the same way, his studies on the mechanisms of heat flow had important theoretical implications, but they were presented to the public by Rumford~who, like Franklin, was one of the original popularizers of science~in terms of fireplace construction, making a better cup of coffee, and producing warmer clothes. …

"In writing the first book-length study of ancient Egyptian mathematics, Richard Gillings presents evidence that Egyptian achievements in this area are much more substantial than has been previously thought. He does so in a way that will interest not only historians of Egypt and of mathematics, but also people who simply like to manipulate numbers in novel ways. He examines all the extant sources, with particular attention to the most extensive of these--the Rhind Mathematical Papyrus, a collection of training exercises for scribes. This papyrus, besides dealing with the practical, commercial computations for which the Egyptians developed their mathematics, also includes a series of abstract numerical problems stated in a more general fashion. The mathematical operations used were extremely limited in number but were adaptable to a great many applications. The Egyptian number system was decimal, with digits sequentially arranged (much like our own, but reading right to left), allowing them to add and subtract with ease. They could multiply any number by two, and to accomplish more extended multiplications made use of a binary process, successively multiplying results by two and adding those partial products that led to the correct result. Division was done in a similar way. They could fully manipulate fractions, even though all of them (with one exception) were expressed in the unwieldy form of sumes of unit fractions--those having "1" as their numerator. (The exception was 2/3. The scribes recognized this as a very special quantity and took 2/3 of integral or fractional numbers whenever the change presented itself in the course of computation.) In expressing a rational quantity as a series of unit fractions, the scribes were generally able to choose a simple and direct solution from among the many--sometimes thousands--that are possible. Doing this without modern computers would seem quite as remarkable as building pyramids without modern machinery. The range of mathematical problems that were solved using these limited operational means is far wider than many historians of mathematics acknowledge. Gillings gives examples showing that the Egyptians were able, for example, to solve problems in direct and inverse proportion; to evaluate certain square roots; to introduce the concept of a "harmonic mean" between two numbers; to solve linear equations of the first degree, and two simultaneous equations, one of the second degree; to find the sum of terms of arithmetic and geometric progressions; to calculate the area of a circle and of cylindrical (possibly even spherical) surfaces; to calculate the volumes of truncated pyramids and cylindrical granaries; and to make use of rudimentary trigonometric functions in describing the slopes of pyramids. The Egyptian accomplishment that historians have tended to repeat uncritically, one after another, is one that Gillings can find no evidence to support: that the Egyptians knew the Pythagorean theorem, at least in the special case of the 3-4-5 right triangle".…
