(12672) Lodate le "munifiche e sapienti disposizioni" di Pio IX del 7.11.1846, i principi Altieri e Conti e il Ferlini avevano chiesto al Governo Pontificio il permesso di costituire 2 Società Anonime, una presieduta da Conti e Alfieri per una Via ferrata chiamata Gran congiunzione dei due Mari con Roma per centro (ovvero da Ancona a Roma e da Roma al Mediterraneo, con braccio per Velletri e Ceprano al confine col Regno di Napoli); l'altra, quella del Ferlini, per una Via ferrata che allacciasse Roma con Bologna. Queste Concessioni avrebbero dovuto avere durata novantanovennale e ai Concessionari avrebbe dovuto essere concesso il diritto di esproprio forzato dei terreni necessari alle linee approvate. I Concessionari speravano di convincere Comunità e Congregazioni religiose a a investire nell'Impresa, disponibili dal canto loro ad assumersi tutte le spese relative all'organizzazione delle Società e alla esecuzione degli studi tecnici preliminari e di dettaglio, senza esigere dagli Azionisti alcun versamento speciale per questi titoli.
