Baudri erlernte das Tapeziererhandwerk im väterlichen Betrieb. 1831 begann er eine Ausbildung als Kunstmaler. 1836 studierte er an der Kunstakademie in München, 1842 Ausbildung zum Porträtmaler an der Düsseldorfer Kunstakademie. 1848 ließ er sich in Köln als Porträtmaler nieder. Er war Schriftführer des 1. Deutschen Katholikentages und 1851 bis 1864 Herausgeber des Organs für christliche Kunst. 1854 wurde er in den Vorstand des Diözesanmuseums berufen. Von 1856 bis 1871 war er Stadtrat in Köln. 1871 Präsident des 21. Katholikentages, 1873 bis 1874 Mitglied des Preußischen Abgeordnetenhauses. 1874 wurde er zum Mitglied des Reichstages für den Wahlkreis Regierungsbezirk Aachen 3 (Stadt Aachen) gewählt. Sein älterer Bruder Johann Anton Friedrich Baudri war Kölner Weihbischof. Baudris erhaltenen und in mehreren Bänden edierten Tagebücher (1854-1871) gelten heute als eine der wertvollsten historischen Quellen für die Erforschung des Rheinlands. Seine Aufzeichnungen dokumentieren den Wandel Kölns von einer handwerklich geprägten Stadt zur modernen Großstadt. Baudris Betrieb schuf zwischen 1853 und 1874 fast 180 dokumentierte Werke. Seine neugotischen Glasfenster schmücken zahlreiche Kirchenräume vom Rheinland bis hin nach Budapest. Als Kunstschriftsteller verteidigte Baudri die Neugotik bedingungslos als den wahren christlichen Baustil. Er engagierte sich stark als Vorkämpfer des Ultramontanismus und zählte zu den Mitbegründern der katholischen Bewegung im Rheinland. Baudri war politisch aktiv und erlangte ein Mandat als Mitglied des deutschen Reichstags (MdR). Als Katholik stand er der preußisch-kleindeutschen Reichsgründung unter kulturprotestantischen Vorzeichen distanziert gegenüber.
