The author argues that with the implementation of this project, the FFO has taken an important step towards a contemporary, 'integrative' diplomacy. Its eventual added-value however remains to be seen, depending on the final political relevance of process results. In the following, the author will firstly explain the key concepts of this essay - public diplomacy, 'integrative' diplomacy and civil society as a diplomatic actor. The author will then describe the main idea and concept of 'Dialogue on Europe'. Subsequently and will relate the project to the key concepts of this essay and finally critically evaluate the FFO's approach to include civil society as a part of its public diplomacy.One of the negative consequences of the euro crisis starting in 2008 and the austerity policy that followed was the decrease of trust in the EU and among certain EU countries. Especially Germany's image had suffered, mainly in Southern European countries. There, it is at best considered as principal architect of European fiscal discipline, often however as the villain responsible for impoverishment and demolishing of the welfare system in many European societies. Therefore, claims came up that German diplomacy must improve and that Germany had to develop a new style of interaction. This call for a better and differently shaped way of, in fact, public diplomacy comes at a time when diplomacy in general is facing a period of transition, marked by the rise of new actors, as from civil society.

But even though the latter do not have the same obvious striking force as gun power, certain economic aspects can also represent a fundamental element of national security. For the European Union, one of 'well identified areas' in order to protect the economy is energy supply, respectively energy security. Since the number of countries that deliver most of the oil and gas to the EU is very small and some of them are involved in geopolitical quarrels, the EU seeks to diversify its energy supplier structure. One opportunity to do so might be the Transatlantic Trade and Investment Partnership (TTIP). In this paper, I argue that TTIP is supposed to be, among others, a geoecomomic tool of the EU in order to diversify its energy suppliers and to reach more energy security, but this will only work on a medium to long term perspective and to a limited extent.

In the aftermath of a global financial, banking and economic crisis, the country's public finances became problematic to an extent at which private investors were only willing to lend money to Greece at interest rates which it could no longer afford to pay.An official bankruptcy could only be prevented by a financial rescue programme granted by the other Eurozone members and the International Monetary Fund in May 2010, giving bilateral credits summing up to 110 billion Euros in order to service existing debt.The bailout programmes were granted on the condition of a 'cash for reform approach'. One objective of this approach was to create economic growth and new jobs in the country afflicted by high unemployment rates for decades. Many economists however stated that Greece could only sustainably overcome its economic and public debt crisis if the country was to become more attractive for Foreign Direct Investment (FDI).

The strategy, focus and practical approach of this EU trade policy has been continuously adapted to the new circumstances in an ever more globalised world economy. Thus, the EU uses its foreign trade policy not just for mere economic ends but also as a tool to strengthen its global political influence.Having been a champion of multilateral trade negotiations in the framework of the World Trade Organisation (WTO) throughout the 1990s, the has EU changed this strategic orientation by the mid-2000s shifting its trade policy focus from a multilateral to a bilateral strategy and initiated preferential free trade agreements (FTA) with countries and regions all over the world. Among them, the one with the largest size was the Transatlantic Trade and Investment Partnership (TTIP) with the United States of America, launched in 2013.Given the huge importance of the EU as a player in global trade, it seems relevant to examine from a political scientific perspective what have been the main reasons, drivers and motivations behind this enormous policy shift. I argue that external factors, domestic interests and institutional dynamics have collectively contributed to the reorientation of EU trade policy from multi- to bilateralism.I will test this hypothesis by means of three theoretical approaches: neorealism as a systemic theory, liberalism as a theory with a domestic focus and institutionalism to examine the role of the most important EU institution in trade policy, the European Commission.In order to get a more profound analysis of the main actors and motivations as driving forces of EU trade policy, I will furthermore use a case study on the, both in ambition and size, unrivalled bilateral Transatlantic Trade and Investment Partnership as it, due to its sheer economic and political impact on the both partners involved but also on the rest of the world, provides best significant insights of processes on all three levels of analysis of this paper.In a nutshell, the global power shift for the benefit of emerging powers and to the detriment of Europe in combination with strong economic interest groups within the EU seeking for market access all over the world as well as self-interests, norms and processes within the European Commission have altogether contributed to the change of course in EU trade policy towards bilateralism.

Logiquement, cela va de pair avec une 'impartition internationale', donc une externalisation des tâches économiques créant chacune de la valeur ajoutée. Ce phénomène est nommé chaînes de valeur mondiales (CVM).Un grand nombre des entreprises aux États-Unis d'Amérique ont adapté leur méthode de production aux CVM. Ceci implique que des produits industriels américains ont souvent des volets en provenance d'autres pays que les États-Unis avec des conséquences pour le marché du travail aux USA.Globale Wertschöpfungsketten dominieren immer mehr die moderne Weltwirtschaft und Produktionsweise. Dies gilt insbesondere für den Automobilsektor. Im Folgenden Fallbeispiel wird untersucht, inwieweit die Produktion in globalen bzw. regionalen Wertschöpfungsketten den Arbeitsmarkt im US-Automobilsektor verändert hat.

An Ambiguous Utopia'). Das 1974 erschienene Werk spielt in einer fernen Zukunft und einer fremden Galaxie, in der zwei fast völlig voneinander isolierte Nachbarplaneten in verschiedenen politischen und gesellschaftlichen Systemen leben, was sich dementsprechend auf die Denk- und Lebensweise der Menschen auswirkt.Neben diesen beiden fiktionalen Welten sollen anhand des realen Beispiels des kommunistischen Systems in der Volksrepublik China Rechtfertigungsgründe für den dortigen - zumindest noch politisch - vorherrschenden Kollektivismus herausgearbeitet werden.Ziel der vorliegenden Arbeit ist es, Begründungsmuster für einen Kollektivismus im oben genannten Sinn im politischen, historischen und ökonomischen Kontext jeweils darzulegen und entsprechend miteinander zu vergleichen.

Eine Einflussnahme oder gar eine Intervention in den Konflikt gestalteten sich neben politischen, vor allem auch wegen völkerrechtlicher Gegebenheiten schwierig. So hätte ein unmittelbares Eingreifen die Souveränität des syrischen Staates und damit den Gleichheitsgrundsatz der UN-Charta nach Art. 2 Abs. 1 (Die Organisation beruht auf dem Grundsatz der souveränen Gleichheit aller ihrer Mitglieder.) bzw. das Gewaltverbot nach Art. 2 der UN-Charta verletzt. Zudem wäre das zwischenstaatliche, gewohnheitsrechtlich verankerte Interventionsverbot in die inneren Angelegenheiten eines Staates gebrochen worden.

Ihr Aufkommen kann als der Höhepunkt eines Rechtsrucks der Republikaner nach der Wahl Barack Obamas zum US-Präsidenten im Jahr 2008 gesehenwerden.Ihre politikwissenschaftliche Relevanz lässt sich auch damit begründen, dass sie die enorme politische Spaltung der US-amerikanischen Gesellschaft sehr stark deutlich macht. Dabei wird 'Amerikas dynamischste politische Kraft' einerseits von manchen Beobachtern als basisdemokratische Graswurzelbewegung angesehen, andererseits aber oft auch als top-down-Bewegung beschrieben.In dieser Arbeit soll erstens der Frage nachgegangen werden, ob und inwieweit die Tea Party eine Graswurzelbewegung (engl. grassroots) ist, also eine vom Volk ausgehende, basisdemokratische, nicht-hierarchische bottom-up-Bewegung und welche Indizien dafür sprechen. Dabei erfolgt zuerst ein historischer Rückblick auf dieEntstehung der GSVP und deren Hintergründe (2.1). In 2.2 wird dann der Fragenachgegangen, weshalb und woran in der Vergangenheit eine tiefere Integrationim Verteidigungsbereich auch europäischer Ebene gescheitert ist. Für ein besseres Verständnis der Lage in den beiden zu behandelndenafrikanischen Ländern, wird in 2.3 erläutert, worum es bei den Konflikten in Maliund der ZAR geht und wie es jeweils zur dramatischen Zuspitzung kam.Darauf aufbauend wird in Punkt 3 das gemeinsame Vorgehen der EU-Länder mitBezug auf Mali und die ZAR beschrieben. Zunächst wird hierbei auf gemeinsamepolitische Erklärungen und Maßnahmen eingegangen (3.1), bevor dann dasmilitärische Handeln im der Namen der Europäischen Union erläutert wird (3.2).In 3.3 soll analysiert werden, inwieweit das abgestimmte Verhalten undentsprechende Maßnahmen seitens der Europäischen Union positiv zu bewertensind, dahingehend, dass sich diese als solide Grundlage für ein ähnlichkoordiniertes Verhalten in erneuten Krisensituationen erweisen könnten.Die Gegenseite wird in Punkt 4 beleuchtet. Hier wird auf die Streitigkeiten der EUbezüglich eines gemeinsamen Vorgehens in Mali und der ZAR eingegangen.Zunächst wird beschrieben, wie sehr sich die Grenzen derKooperationsbereitschaft der EU-Länder in beiden Konfliktfällen zeigten (4.1),insbesondere auch rund um den Hauptakteur Frankreich (4.2). Dessen Kritik undweitere kritische Stimmen am Handeln der EU werden in 4.3 dargelegt.In Punkt 5 wird in einem abschließenden Fazit die Ausgangsfrage anhand dererarbeiteten Ergebnisse differenziert beantwortet.

Doch mit der Unterzeichnung des 'Vertrags über eine Verfassung für Europa' (VVE) an symbolträchtiger Stätte in Rom am 29. Oktober 2004 war es soweit: 'Die Verfassung für Europa zu unterschreiben, ist ein Traum, den viele geträumt haben. Jetzt ist er Wirklichkeit', sagte der damalige deutsche Bundeskanzler Gerhard Schröder im Anschluss an diese feierliche Stunde.Doch sowohl die Freude über eine von allen Staats- und Regierungschefs akzeptierte Verfassung für die Europäische Union als auch der Pathos in den Worten selbiger war schon zu diesem Zeitpunkt voreilig. Denn für das endgültige Inkrafttreten musste der Vertrag in 25 Ländern Europas ratifiziert, also völkerrechtlich bindend verabschiedet werden. In Frankreich sollte dies per Volksbefragung geschehen, angesetzt vom damaligen Staatspräsidenten Jacques Chirac. In beiden Ländern waren jeweils der Einfluss des damaligen französischen Staatspräsidenten Jacques Chirac und des damaligen deutschen Bundeskanzlers Gerhard Schröder auf das Ratifizierungsverfahren und die Debatte darüber maßgeblich. In dieser Arbeit soll genauer untersucht werden, welche Rollen sie im Laufe des Ratifizierungsprozesses in ihren Ländern gespielt haben und wie diese auch unter Berücksichtigung äußerer Faktoren zu bewerten sind.
