The author argues that with the implementation of this project, the FFO has taken an important step towards a contemporary, 'integrative' diplomacy. Its eventual added-value however remains to be seen, depending on the final political relevance of process results. In the following, the author will firstly explain the key concepts of this essay - public diplomacy, 'integrative' diplomacy and civil society as a diplomatic actor. The author will then describe the main idea and concept of 'Dialogue on Europe'. Subsequently and will relate the project to the key concepts of this essay and finally critically evaluate the FFO's approach to include civil society as a part of its public diplomacy.One of the negative consequences of the euro crisis starting in 2008 and the austerity policy that followed was the decrease of trust in the EU and among certain EU countries. Especially Germany's image had suffered, mainly in Southern European countries. There, it is at best considered as principal architect of European fiscal discipline, often however as the villain responsible for impoverishment and demolishing of the welfare system in many European societies. Therefore, claims came up that German diplomacy must improve and that Germany had to develop a new style of interaction. This call for a better and differently shaped way of, in fact, public diplomacy comes at a time when diplomacy in general is facing a period of transition, marked by the rise of new actors, as from civil society.

Secondly, I will analyse how and why these win-sets did at first not overlap but eventually did, before concluding with an estimation of the usefulness of Putnam's two-level game theory for European trade policy.

But even though the latter do not have the same obvious striking force as gun power, certain economic aspects can also represent a fundamental element of national security. For the European Union, one of 'well identified areas' in order to protect the economy is energy supply, respectively energy security. Since the number of countries that deliver most of the oil and gas to the EU is very small and some of them are involved in geopolitical quarrels, the EU seeks to diversify its energy supplier structure. One opportunity to do so might be the Transatlantic Trade and Investment Partnership (TTIP). In this paper, I argue that TTIP is supposed to be, among others, a geoecomomic tool of the EU in order to diversify its energy suppliers and to reach more energy security, but this will only work on a medium to long term perspective and to a limited extent.

The strategy, focus and practical approach of this EU trade policy has been continuously adapted to the new circumstances in an ever more globalised world economy. Thus, the EU uses its foreign trade policy not just for mere economic ends but also as a tool to strengthen its global political influence.Having been a champion of multilateral trade negotiations in the framework of the World Trade Organisation (WTO) throughout the 1990s, the has EU changed this strategic orientation by the mid-2000s shifting its trade policy focus from a multilateral to a bilateral strategy and initiated preferential free trade agreements (FTA) with countries and regions all over the world. Among them, the one with the largest size was the Transatlantic Trade and Investment Partnership (TTIP) with the United States of America, launched in 2013.Given the huge importance of the EU as a player in global trade, it seems relevant to examine from a political scientific perspective what have been the main reasons, drivers and motivations behind this enormous policy shift. I argue that external factors, domestic interests and institutional dynamics have collectively contributed to the reorientation of EU trade policy from multi- to bilateralism.I will test this hypothesis by means of three theoretical approaches: neorealism as a systemic theory, liberalism as a theory with a domestic focus and institutionalism to examine the role of the most important EU institution in trade policy, the European Commission.In order to get a more profound analysis of the main actors and motivations as driving forces of EU trade policy, I will furthermore use a case study on the, both in ambition and size, unrivalled bilateral Transatlantic Trade and Investment Partnership as it, due to its sheer economic and political impact on the both partners involved but also on the rest of the world, provides best significant insights of processes on all three levels of analysis of this paper.In a nutshell, the global power shift for the benefit of emerging powers and to the detriment of Europe in combination with strong economic interest groups within the EU seeking for market access all over the world as well as self-interests, norms and processes within the European Commission have altogether contributed to the change of course in EU trade policy towards bilateralism.

Doch mit der Unterzeichnung des 'Vertrags über eine Verfassung für Europa' (VVE) an symbolträchtiger Stätte in Rom am 29. Oktober 2004 war es soweit: 'Die Verfassung für Europa zu unterschreiben, ist ein Traum, den viele geträumt haben.
