Faits qui ont influé sur la cherté des grains en France & en Angleterre. 1768. -Galiani. Dialogues sur le commerce des bleds. Londres [Paris], 1770. Strictement contrôlé par l'État depuis le XVIe siècle, le commerce du grain fut progressivement libéralisé dans le royaume à partir des années 1763. Ces réformes furent favorablement accueillies par les philosophes progressistes et les physiocrates, opposés aux monopoles et aux corporatismes. Mais la spéculation induite, associée à de mauvaises récoltes, entraîna une forte augmentation du prix du pain, des famines et des révoltes, obligeant l'État à reprendre progressivement la main sur les prix entre 1768 et 1770. Cette situation instable alimenta un vif débat parmi les économistes de l'époque. Dans les "Principes sur la liberté du commerce des grains", Louis-Paul Abeille (1719-1807), inspecteur général des manufactures et secrétaire général du Bureau du Commerce, plaide pour l'abolition de toutes les lois prohibitives en fait de commerce. La même année, ce physiocrate convaincu exposait les "Faits qui ont influé sur la cherté des grains", en attaquant déjà le monopole et la spéculation. Le Parlement de Paris tenta de faire disparaître l'ouvrage, sans pouvoir effacer l'influence qu'il exerça sur l'opinion. Le libre commerce du grain est cependant mis à mal dans les "Dialogues sur le commerce des bleds", ouvrage majeur de l'économiste italien Ferdinando Galiani (1728-1787). Beau parleur et curieux de tout, familier du salon de Mme d'Épinay et de la société du baron d'Holbach, il avait su convaincre Diderot qui aurait revu, publié et défendu son traité. Voltaire l'évoque dans son Dictionnaire philosophique, à l'article «Blé»: «M. l'Abbé Galiani, Napolitain, réjouit la nation Française sur l'exportation des blés ; il trouva le secret de faire, même en français, des Dialogues aussi amusants que nos meilleurs romans et aussi instructifs que nos meilleurs livres sérieux. Si cet ouvrage ne fit pas diminuer le prix du pain, il donna beaucoup de plaisir à la nation, ce qui vaut beaucoup mieux pour elle.» Exemplaire aux pièces d'armes de l'intendant des finances Philibert Trudaine de Montigny (Clermont-Ferrand, 1733-Paris, 1777). Fils de Daniel-Charles Trudaine, intendant des finances et directeur du département des Ponts et Chaussées, il collabora avec son père dès 1757 et lui succéda à sa mort en 1769. Ami des Physiocrates, défenseur des libertés économiques, Philibert Trudaine était également un chimiste réputé, membre de l'Académie des sciences, et un mécène pour les savants. Sa bibliothèque passa à son fils, guillotiné en 1794, avant d'être dispersée en 1801. Cet exemplaire figure sous le n°196 du catalogue de la vente et fut vraisemblablement acquis par le fermier général Adrien Charles Saulot de Bospin, administrateur des domaines du roi avant la Révolution, dont l'ex-libris figuure au premier contreplat. Le manifeste du Parlement de Dauphiné n'en émut pas moins l'opinion , et son succès rejaillit sur le parti tout entier » (Weulersse). « Cet ouvrage est devenu bientôt excessivement rare, parce que le système qu'on propose à Sa Majesté est totalement opposé à ce que les Parlements de Paris et de Rouen ont écrit sur cette matière, et que cette première Compagnie n'a pas trouvé bon qu'on répandit sous ses yeux un écrit si contraire à sa façon de penser » (Bachaumont).Lors du grand débat sur la libre circulation des grains et la suppression des prix fixes et grâce aux nouvelles lumières économiques que les physiocrates commençaient à répandre, la nécessité d'adopter un régime plus libéral devint urgente ; les parlements de province donnèrent leur avis : « Celui de Dauphiné donnait solennellement, le 26 avril 1769, un Avis qui était une exposition magistrale de la doctrine physiocratique, d'une orthodoxie impeccable.Dupont de Nemours annonçait, dans Les Ephémérides du Citoyen (1769, tome VII), comme « un ouvrage excellent à tous égards, que nos derniers neveux baigneront encore des larmes de leur reconnaissance comme nous l'avons fait nous même en le lisant ». In this note, not printed in this copy, which is why the pagination jumps, the author defends the Abbé Baudeau and his work Avis aux honnêtes gens qui veulent bien faire, a work which had become the subject of a request for its prohibition. Copies with this note have consecutive pagination: why this note was apparently withdrawn and no longer printed in later produced copies is unknown, but it does explain the jump in pagination. During the discussion on free trade of grains several 'Parlements' gave their opinions.
