Der ältere Bruder des Berliner Pianisten und Komponisten Sigismund Blumner studierte Theologie und Philosophie, dann Mathematik und Naturwissenschaften und wandte sich 1847 der Musik zu, wurde Kompositionsschüler von Siegfried Dehn und nahm Gesangsunterricht. Blumner wurde 1853 Vizedirektor, 1876 Direktor der Berliner Singakademie und förderte vor allem das Studium der Barockmusik. Er dirigierte die Zeltersche Liedertafel. Seit 1875 war er Mitglied der Kgl. Akademie der Künste und übernahm 1885 den Vorsitz der musikalischen Sektion. Seine Kompositionen sind fast ausschließlich Vokalstücke; neben zahlreichen Kantaten, Motetten und Liedern ist sein Oratorium Der Fall Jerusalems' (1874) hervorzuheben" (DBE).
