Den deutschen und europäischen Frieden, der 1648 in Osnabrück und Münster geschlossen wurde, an den Orten der Verhandlungen durch eine große Ausstellung zu feiern, nachdem die vorangegangenen runden Daten 1898, 1948 etc. dazu wenig Anlaß boten und auch die Historiographie wenig dazu motivierte, war zwingend. Die Entscheidung, deutsche und europäische Perspektive zu verbinden, die historischen mit kultur- und kunsthistorischen Fragestellungen zu verknüpfen, war von Anfang an prägend für die Konzeption der Ausstellung.
