Synthèse intéressante par le Cardinal de La Luzerne (1738-1821), homme d'Eglise de premier plan, sur le prêt à intérêt. La position traditionnelle de l'Eglise avait été rappelée par la Décrétale de Benoît XIV "Vix Pervenit" en 1745. La question avait été relancée par les physiocrates, notamment Turgot au début des années 1770. Le code civil, en autorisant le prêt à intérêt au taux maximum de 5 % à partir de 1807, provoqua une rupture face à la position traditionnelle de l'Eglise. Stimulée par le contexte politique et religieux, la question revint avec force sous la Restauration et provoqua une profusion éditoriale, faites de "dissertations" argumentées et contradictoires. La plus connue et la plus hostile au prêt à intérêt fut celle de l'abbé Pagès parue en 1819, qui interprétait de manière très stricte la doctrine catholique. Celle du Cardinal de La Luzerne occupe une place importante pour l'histoire de la pensée économique de l'Eglise, car sa compilation est en quelque sorte un état de l'art de la question. Editée après sa mort par l'archevêque de Besançon, Gabriel Cortois de Pressigny, elle laisse paraitre une position plus pragmatique en distinguant les "prêts-de-commerce" et le "prêt gratuit".
