Edizione originale italiana di questa importante opera dello storico Karl Friedrich Wilhelm Hegel (figlio del più noto filosofo) , pubblicata in origine in tedesco nel 1847, e qui arricchita dal saggio di G. Giesebrecht 'Sulle condizioni municipali di Roma nel X secolo' e da una introzione di Francesco Conti. Il lavoro analizza l'evoluzione delle istituzioni cittadine in Italia in un arco temporale che va dall'Impero Romano fino alla fine del XII secolo, cioè al momento dell'affermazione dell'epoca dei liberi comuni. Hegel sostiene come non ci sia stata una continuità istituzionale ininterrotta tra il municipio romano e quello comunale e come le invasioni barbariche abbiano fortemente inciso su questa cesura, mentre sia stata una combinazione di fattori sociali, economici e politici (compresi gli influssi dei nuovi elementi germanici).
