Opera del cardinale francese De La Luzerne, vescovo di Langres (1770), rappresentante del clero negli Stati Generali: quivi caldeggiò la formazione di una Camera del clero e della nobiltà separata dal Terzo Stato. Partecipò anche ai lavori della Costituente, che presiedette fino all'ag. 1789. Avversò energicamente la costituzione civile del clero e, costretto ad abbandonare la diocesi, si rifugiò in Svizzera, Austria e Italia.
