Bei der Gründung des adligen Instituts durch Maria Theresia in Wien wurde er zu dessen erstem Direktor ernannt; seit 1760 war er Kanzler der Univ. Graz. De Biel, zu dessen Schülern der Mathematiker und Numismatiker Erasmus Fröhlich gehörte, verfaßte selbst überwiegend theologische Untersuchungen und veröffentlichte u.a. eine griechische Textausgabe des Neuen Testaments mit einer wörtlichen lateinischen Interlinearübersetzung. - Der dekorative Einband leicht berieben.
