Sir Thomas Picton (1758-1815), who was his sole executor and residuary legatee. The year of Picton's birth is variously reported, but the Monthly Magazine, December 1811, is among several s…ources reporting his death in Bond Street at the age of 87. 4pp, folio. Bifolium. In fair condition, aged and with closed tears along the three fold lines. Endorsed on reverse of second leaf: '12th. Regiment of Infantry | General William Picton | to J: N & B: Pearse | Assignment Offreckonings | From 6th July 1800: | To 5th July 1801 | For £3825: 5s: 4d'. Beneath this, in another hand: 'Entered at the Board of General Officers | J: Johnson' and in a third hand: 'Entd. In the Office of the Paymr. General. | Henry Harmood.' The page also carries a statement of the accounts, with four entries, with the total of £3825 5s 4d over '365 days'. The document proper is on the recto of the first leaf, written out in a secretarial hand, and signed at the foot by 'William Picton.' with his chipped seal in red wax at bottom right. Witnessed by 'J. C. Pleydell' and 'Alexr Cumming'. It is addressed by 'William Picton General in the Army, & Colonel of the 12th Regiment of Foot', to 'Messrs: John, Nicholas, & Brice Pearse, of Lothbury, in the City of London' (according to the article on John Pearse in the History of Parliament, his firm 'operated as Blackwell Hall factors at 41 Lothbury and as army clothiers at 98 Long Acre'). The document is intended for 'the Right Honourable Thomas Steele & George Canning, joint Paymaster's [sic] general of His Majesty's Forces'. Giving the total of 'all the Offreckonings [sic] of all and Singular, the Serjeants, Corporals, Drummers, Fifers, and Private Men, of, and belonging to the 12th Regiment of Foot, under my Command'. On the reverse of the first leaf: 'Entered in the Office for Inditing the Public Accounts the 3d December 1801 | Thos Gibbes'. Covering the whole of the recto of the second leaf is a communication, dated 18 November 1801, 'To | The Paymaster General of His Majestys Forces, or the Paymaster General for the time being', signed by three 'General Officers of the Clothing Board': 'Wm. Fawcett Genl. | G: Hotham Lt Genl. | D. Dundas [Lt?]'. (Fawcett (1727-1804) had been Adjutant-General to the Forces, and at the time of writing was Governor of Chelsea Hospital. After a distinguished military career Dundas (1735-1820) would serve as s Commander-in-Chief of the Forces from 1809 to 1811. Lt-Col. George Hotham was elder brother of the distinguished admiral Sir William Hotham (later Lord Hotham).) The letter states that, further to a letter from the Secretary at War, the Clothing Board have 'passed and allowed' the offreckonings, 'without requiring the usual Certificate of the View of the said Clothing'.

Major General of His Majestys Forces and Colonel of the Twenty Second Regiment of Foot, for and in Consideration of Clothing furnished and delivered by Alexander Adair Esqr. of Pall Mall to and for the Use of the said Regiment [.]'. The document concerns 'the Offreckonings or Clothing Money of Twenty Serjeants, Twenty Corporals, Eight Drummers, Two Hundred Privates, Ten Contingent Men and Eight Warrant Men'.

A printed form, completed in manuscript, with the ten signatures of leading figures in the medical world of Georgian London in a column at bottom right, the… first two grouped as 'Governors' and the other seven as 'Examiners': 'Charles Blicke | David Dundas | C Hawkins | J Earle | G Chandler | T Forster | Everard Home | William Blizard | Henry Cline'. Engraved in copperplate, the document reads (with manuscript parts in square brackets): 'To the Right Honble. the Secretary at War | Sir | We have Examined Mr. [William Williams] and find him qualified to serve as Surgeon [dash] to any [Regiment] in His Majesty's Service | We are | Sir | Your Most Obedt. Servants | [Theatre] Master'. Some details of the signatories are to be found in the 1812 'General List of the Members of the Royal College of Surgeons in London'. Five of the nine have entries in the Oxford DNB: Sir Charles Blicke (1745-1815); Henry Cline (1750-1837); Sir James Earle (1755-1817); Sir Everard Home (1756-1832); Sir William Blizard (c.1744-1835). The other four signatories are: George Chandler (of Stamford Street and a Governor in 1812); Sir David Dundas (1749-1826) (not yet knighted, 'Serjeant Surgeon to his Majesty, Richmond', and a Governor in 1812); Thompson Forster (d.1830), Senior Surgeon to Guy's Hospital (of Southampton Street, Bloomsbury, and Master in 1812); Charles Hawkins (of Sloane Street, Chelsea, and a Governor in 1812). From the distinguished autograph collection of the psychiatrist Richard Alfred Hunter (1923-1981), whose collection of 7000 works relating to psychiatry is now in Cambridge University Library. Hunter and his mother Ida Macalpine had a particular interest in the illness of King George III, and their book 'George III and the Mad Business' (1969) suggested the diagnosis of porphyria popularised by Alan Bennett in his play 'The Madness of# George III'.

This copy has distinguished cavalry provenance: it was presented by Lieutenant General David Dundas to his fellow officer William St Leger, the binding lettered for St Leger as "Lt. Colonel Commandant the Gift of Lt. Gene…ral Dundas". Dundas's effort to standardize British cavalry drill was central to the army's early 19th-century effectiveness, underpinning the reforms of the duke of York and contributing to the battlefield performance later associated with Wellington. His regulations for cavalry serving "on the Continent" were printed in Germany during the 1794-5 campaign, when Dundas commanded the cavalry in the Low Countries and northern Germany. General Sir William Fawcett described these printed regulations as "a small, but excellent Collection". These regulations became the basis for the War Office Instructions and Regulations for the Formations and Movements of the Cavalry (1796). Through that channel they informed the closely modelled North Carolina manual by William Richardson Davie, Instructions to be Observed for the Formations and Movements of the Cavalry (Halifax, 1799), issued in response to fears of war with France. Davie, a Revolutionary War cavalry commander, ensured that a copy reached George Washington via Secretary of War James McHenry. St Leger's own career was transatlantic. Commissioned in 1775, he served with the 17th Light Dragoons in five campaigns of the American War of Independence, repeatedly distinguishing himself in action. After further service in the West Indies and Britain, he raised the 31st Light Dragoons in 1794 before transferring to the 27th (later 24th) Light Dragoons for service in India (1799-1811). There he played a notable role in the Second Anglo-Maratha War, training General Lake's cavalry at Kannauj in Dundas-derived drill and in the new doctrine of mobile firepower using galloper guns. At Nelson's state funeral, Dundas commanded the attending troops, with St Leger in charge of the detachment of light dragoons. ESTC N29094. Randolph G. S.
