Ist ein soziales, auf den Grundwerten Gerechtigkeit, Freiheit und Solidarität beruhendes Gemeinwesen nur unter den Bedingungen kontinuierlichen Wachstums vorstellbar? Bedeutet die Wachstumskrise zugleich eine Krise der sozialpolitischen Ho…ffnungen? Die westeuropäischen Sozialdemokraten von Stockholm bis Wien stehen hier in einem besonderen Dilemma: Wie sieht die Verwirklichung ihrer Grundwerte aus, wenn sich wirtschaftliches Wachstum nicht mehr einstellt, ja, wenn es mit Mitteln angekurbelt wird, die sozialistische Überzeugungen zutiefst belasten? Der österreichische sozialistische Finanz- und Wirtschaftswissenschaftler Egon Matzner hat versucht, über diesen Zielkonflikt hinaus konkrete politische Strategien anzugeben, die im Rahmen der gegebenen staatlichen und wirtschaftlichen Bedingungen die soziale Demokratie sichern und ausbauen - ohne die Sackgassenpolitik gewaltsamer «Zukunftsinvestitionen» . Nach Matzner hat Österreich hierfür gute Voraussetzungen: «Es befindet sich durch die Existenz eines großen nichtprivaten Wirtschaftskomplexes in der günstigen Lage, bereits heute weniger stark ausgeprägte kapitalistische Entscheidungsverhältnisse aufzuweisen als wahrscheinlich alle anderen kapitalistischen Industrieländer. Es ist damit im großen und ganzen sehr gut gefahren, wie insbesondere die Erhaltung eines hohen Beschäftigungsniveaus während des Wirtschafts-rückschlägs 1974/75 8eze^ nat- Es kommt aber darauf an, die bisher günstige Situation nicht als Ende einer Entwicklung aufzufasssen, sondern als Ausgangspunkt zu Reformen für gesellschaftliche Verhältnisse zu nehmen, die besser die destruktiven Tendenzen zu zügeln imstande sind. Für die Sozialpartnerschaft gilt: von einem Entscheidungsmuster zu einer echten, <von den da untern aktiv getragen, ja geformten sozialen Partnerschaft zu kommen.» Bei der notwendigen Veränderung der Öffentlichen Aufgaben geht Matzner auf ganz konkrete finanz- und wirtschaftspolitische Probleme des modernen Verteilungsstaates ein. Er fordert, daß auch außerhalb der Gebietskörperschaften die Bürger selbst in Form genossenschaftlicher Selbstorganisation öffentliche Aufgaben übernehmen. ; Egon Matzner, geb. 1938, Professor für Volkswirtschaft und Finanzwissenschaft an der TU Wien. Diese mediale Hegemonie wird durch Plattformen wie CNN, MTV, Hollywood und Coca Cola unterstutzt. Das Buch behandelt zentrale Fragen: Warum musste die kommunistische Planwirtschaft scheitern? Mit dem Wegfall der Systemkonkurrenz in demokratischen Marktgesellschaften schwand der Anreiz, soziale Probleme wie Arbeitslosigkeit und Armut politisch anzugehen. Zudem wird untersucht, warum die Marktwirtschaft in Ostdeutschland und den Nachfolgestaaten der Sowjetunion oft nur unter grossen Verlusten eingefuhrt werden konnte und wie ein besserer Ubergang hatte gelingen konnen. Die globale Geltung des ,Washington-Consensus" wird als Bedrohung fur die Entwicklung in armen und reichen Landern betrachtet. Es wird auch die monopolare Macht der USA analysiert und die Frage aufgeworfen, ob die EU uber die Ressourcen verfugt, diese Macht zu begrenzen. Zudem wird die Idee eines Dritten Weges sowie die Moglichkeit von Utopien erortert, die eine multipolare Weltordnung und kulturelle Vielfalt im Gegensatz zur herrschenden Wirtschafts-Doktrin fordern konnten.
