El modelo se desarrolló sobre una estructura triple que incluye (1) estudios académicos en gestión de la tecnología, (2) las mejores prácticas que se desarrollan para el control de las operaciones y procesos y (3) normas sobre la gestión de la TI. El marco conceptual del ITMEM se basa en el modelo de evaluación del proceso de gestión de la tecnología que figura en la literatura. El ITMEM se practicó en diez empresas nacionales y respetables de software & desarrollo e industrias manufactureras. El estudio reveló los beneficios y deficiencias del uso de la TI en las empresas.
