Michigan Contested Election of George B. Cooper & William A. Howard. OCLC 38532809 Mr. Gilmer from the Committee of Elections presents the Committee's report; followed by the Minority Report submitted by Lucius J. Gartrell ; W.W. Boyce ; J.W. Stevenson. In 1858 he defeated incumbent Republican William Alanson Howard to be elected as a Democrat from Michigan's 1st congressional district to the Thirty-sixth Congress, serving from March 4, 1859, until May 15, 1860. Howard contested the results in the U.S. House, alleging voting irregularities in several wards. Following its investigation, the House Committee on Elections reported that the sitting member, Cooper, was not entitled to his seat and that the contestant Howard was. The House passed resolutions to that effect on May 15, 1860, at which time Howard took the oath of office. William Alanson Howard (April 8, 1813 April 10, 1880) served as a member of the United States House of Representatives from Michigan from March 4, 1855 to March 3, 1859 and from May 15, 1860 to March 3, 1861. Howard was the sixth Governor of the Dakota Territory from 1878 to 1880. In 1854, Howard was elected as an Opposition Party candidate to represent Michigan's 1st congressional district in the 34th Congress, and was re-elected two years later. He successfully contested the election in 1859 of George B. Cooper to the 36th Congress and served from May 15, 1860, until March 3, 1861; was not a candidate for renomination in 1860.
