"Auf den ersten Blick erscheinen sie als historische Marginalie: die Beziehungen des traditionell auf Europa ausgerichteten Kleinstaates Österreich zu den Ländern der südlichen Hemisphäre. Sieht man allerdings genauer hin - wie es Gerald Hödl in seinem Buch tut -, so stößt man auf die Brennpunkte der Weltpolitik seit 1945: von der Dekolonisierung des Kongo über den Nahostkonflikt bis hin zu den Auseinandersetzungen in Zentralamerika. Erstmals liegt mit diesem Buch eine Gesamtdarstellung der österreichischen Politik gegenüber der so genannten Dritten Welt vor - nicht nur, wie sie sich in politischen Krisen und im Bereich der Wirtschaftsbeziehungen äußerte, sondern auch in Form entwicklungspolitischer Konzepte und Maßnahmen (einschließlich der Entwicklungshilfe). Die Untersuchung konzentriert sich auf die Zeit zwischen dem Ende des Zweiten Weltkriegs und dem EU-Beitritt Österreichs im Jahre 1995. Mit ihm erlischt gewissermaßen eine eigenständige österreichische Außenpolitik. Lässt man diese fünf Jahrzehnte Revue passieren, so zeigt sich deutlich, wie sehr Österreich Bestandteil jenes Herrschaftsgeflechts war, mit dem die kapitalistischen Zentren große Teile der Peripherie ihrer Kontrolle unterwarfen. Summary:Surveys the situation of Jewish real estate in Vienna after the Anschluss, based on the results of an investigation of 1,335 owners of homes and apartments, 90% of them Jews and 10% "Mischlinge". Unlike the Aryanization of businesses, during the first months after the Anschluss there was no administrative obligation concerning private homes, and many Jews made "donation" agreements in order to forestall confiscation. After December 1938 Jewish real estate came under the control of the authorities, and by 1941 the regime had adopted a full-fledged expropriation policy. The new owners were either private persons (59%), the state (33%), or various firms (8%). After the war, 69% of the possessions were fully compensated for, with most reimbursements taking place by 1950. Notes, however, that both sides were dissatisfied: the Holocaust victims (or their heirs) were confronted with high tax payments, while Austrians who were forced to return property saw themselves as victims of the compensation agreement.
