Erstmals liegt mit diesem Buch eine Gesamtdarstellung der österreichischen Politik gegenüber der so genannten Dritten Welt vor - nicht nur, wie sie sich in politischen Krisen und im Bereich der Wirtschaftsbeziehungen äußerte, sondern auch in Form entwicklungspolitischer Konzepte und Maßnahmen (einschließlich der Entwicklungshilfe). Die Untersuchung konzentriert sich auf die Zeit zwischen dem Ende des Zweiten Weltkriegs und dem EU-Beitritt Österreichs im Jahre 1995. Mit ihm erlischt gewissermaßen eine eigenständige österreichische Außenpolitik. Lässt man diese fünf Jahrzehnte Revue passieren, so zeigt sich deutlich, wie sehr Österreich Bestandteil jenes Herrschaftsgeflechts war, mit dem die kapitalistischen Zentren große Teile der Peripherie ihrer Kontrolle unterwarfen. Die Kräfteverhältnisse schwankten je nach historischer Periode, und von ihnen hing es in erster Linie ab, welches Bild man sich von der Dritten Welt machte, welche Instrumente man im Umgang mit ihr für angemessen, welche Konzessionen für erforderlich, welche Interessen für durchsetzbar hielt. Seinen primär diskursanalytischen Zugang ergänzt der Autor um die Darstellung konkreter politischer Aktivitäten gegenüber der Dritten Welt - von handelspolitischen Maßnahmen über die Abstellung von UN-Friedenstruppen bis hin zu den quantitativen und administrativen Veränderungen innerhalb der österreichischen Entwicklungszusammenarbeit (EZA). Der intellektuelle Reiz der Studie besteht vor allem darin, dass und wie sie unterschiedliche Ebenen zueinander in Beziehung setzt. Die österreichische Politik - in ihrer Rhetorik wie in ihrem realen Handeln - wird nicht als insulares Phänomen begriffen, sondern in den Kontext der globalen politischen und sozio-ökonomischen Entwicklung sowie der internationalen entwicklungspolitischen Debatte gerückt. Das Verhältnis Österreichs zur Dritten Welt erscheint somit als ein durch die globalen Machtverhältnisse bestimmtes, zugleich aber als ein historisch veränderliches und veränderbares."(Verlagstext).
