Inhaltlich entfaltet die Schrift eine historisch-politisch-theologische Würdigung Martin Luthers und der Reformation, mit besonderem Schwerpunkt auf der Abgrenzung geistlicher und weltlicher Gewalt. Ausführlich behandelt werden die Auseinandersetzungen zwischen Kaisertum und Papsttum, insbesondere der Investiturstreit, die Rolle päpstlicher Bann- und Interdiktsmaßnahmen sowie deren Auswirkungen auf Staat, Recht und öffentliche Ordnung.
