Seltene Universitätsschrift. - Christian Friedrich Kees hatte in seinem Testament der Universität Leipzig 15.000 Taler vermacht, die Zinsen dieses Kapitals sollten jährlich 4 oder 5 Dozenten der juristischen Fakultät zukommen. Bedingung war, dass einer der begünstigten Dozenten am Todestag von Kees eine Rede zu halten habe. (vgl. Kritische Jahrbücher für deutsche Rechtswissenschaft 1844, S. 745). Im Jahr 1862 fiel diese Pflicht auf Hermann Theodor Schletter (geb. 23. April 1816 in Dresden; gest. 19. August 1873 in Leipzig), der den hier abgedruckten Vortrag zum öffentlichen Recht hielt . Schletter war ein deutscher Jurist und Rechtsgelehrter. Seit 1839 war er Mitglied der Leipziger Freimaurerloge Balduin zur Linde und verfasste zahlreiche Publikationen zur Freimaurerei.
