Ursprünglich war diese ein rechtlich unverbindliches Bekenntnis zur Verbesserung des region…alen Menschenrechtsschutzes. Die Arbeit untersucht, ob sich diese Deklaration im Wege einer evolutiven Auslegung der OAS-Charta heute zu einem verbindlichen menschenrechtlichen Mindeststandard für alle OAS-Staaten verdichtet hat. Dabei wird die Praxis der OAS-Mitgliedsstaaten und Organe analysiert und die völkerrechtlichen Auslegungsregeln, insbesondere die spätere Übung, sowie das acquiescence-Prinzip dogmatisch vertieft behandelt. Die Arbeit wurde mit dem Forschungsförderpreis der Freunde der Universität Mainz e.V. ausgezeichnet.
