The interventions in Liberia, Sierra Leone and Guinea-Bissau were largely characterized by political disputes mostly between anglophone and francophone members of ECOWAS, by weak legal foundations and massive shortcomings in financing, training and equipping the military missions. None of the three interventions can be seen as a pure success. There is even a controversy debate whether the ECOWAS interventions might have prolonged instead of shortened the civil wars in Liberia, Sierra Leone and Guinea-Bissau (see Howe 1996).The Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution, Peace-Keeping and Security was therefore the attempt to put future ECOWAS interventions on better ground. The outcome was promising, but still bears many deficiancies. Some relate to the provisions made in the Protocol, some relate to the nature of ECOWAS.The sucess or failure of ECOWAS military engagement in securing peace in the region is vital for the all-african efforts to build up regional peace-keeping powers within the framework of the African Union and furthermore for the decentralization of the peace-keeping efforts of the United Nations. Eine Einschränkung des Themas auf diesen Bereich der Wohlfahrtspflege wird vorgenommen, da die verschiedenen Bereiche des Nonprofit-Sektors für eine einheitliche Betrachtung zu unterschiedlich sind und es generell schwer fällt, von dem einen Nonprofit-Sektor zu sprechen. Finanzierung, Struktur, Personal und andere Merkmale unterscheiden sich in den einzelnen Bereichen wie Gesundheit, Sport und Kultur zu stark, um von einem einheitlichen Sektor sprechen zu können. Im ersten Teil der Hausarbeit werden drei ausgewählte Theorien untersucht, die die historische Entwicklung der Theorien selbst von einem Konkurrenzmodell zwischen Staat und Nonprofit-Organisationen über ein Interdependenzmodell der beiden Akteure bis hin zu einer national und historisch differenzierenden Institutionellen Theorie und ihres Verständnisses der Beziehungen zwischen Staat und Nonprofit-Organisationen veranschaulichen. Diese Theorien beziehen sich nicht spezifisch auf den Bereich der Wohlfahrtspflege, sondern sprechen vom gesamten Nonprofit-Sektor, haben teilweise aber dennoch starken Fokus auf den genannten Bereich. Zu jeder Theorie werden außerdem die Ergebnisse einer empirischen Untersuchung von Salamon/Anheier herangezogen. Im zweiten Teil sollen diese Theorien auf ihre Aussagekraft bezüglich des Verhältnisses zwischen den deutschen Nonprofit-Organisationen, welche in den Bereichen Gesundheit und Soziale Dienste tätig sind, und dem deutschen Staat betrachtet werden. Auch heute noch stehen die Erfolge und Rückschläge afrikanischer Länder auf dem Weg zu einem demokratischen System im Blickpunkt internationaler Aufmerk-samkeit. Die Arbeit konzentriert sich auf den unterschiedlichen Transitionsverlauf zweier afrikanischer Länder und die unterschiedlichen Faktoren, die dabei wirkten. Mit Mali wird in dieser Arbeit zum einen eines der wenigen Länder Afrikas herangezogen, das für einen erfolgreichen Transformationsprozess steht. Zum Vergleich wird mit Togo ein ebenfalls frankophones afrikanisches Land gewählt, dessen Demokratisierungsbemühungen schon früh durch den autoritären Herrscher zunichte gemacht wurden. Der ähnliche Kolonialisierungshintergrund der beiden Länder soll die Kolonialisierung als Ursache für unterschiedliche Transitionsverläufe weitestgehend ausschließen. Die Transitionsverläufe der beiden Länder sollen daraufhin untersucht werden, welche internen Faktoren und Akteure für den unterschiedlichen Verlauf und das Scheitern im Falle Togos verantwortlich waren. In Mali als auch in Togo formierte sich Widerstand gegen das autoritäre Regime aufgrund wirtschaftlicher Engpässe und Krisen. Dieser Widerstand organisierte sich zuerst überwiegend in Beamten- und Studentenkreisen, die von dem Verlust staatlicher Arbeitsstellen und damit dem Rückgang klientelistischer Versorgung in diesen Staaten am meisten Betroffen waren. Aufgrund mangelnder Reformmaßnahmen schlug dies dann rasch in Protest gegen den Herrschenden und das bestehende politische System um. Diesen Protest exkludierter Gruppen, die ihren Zugang zum klientelistischen System fordern, beschreibt z. B. Hanke für den Ausbruch der Transitionsbemühungen in Mali. …
