Consecuencia de ello ha sido una ínmensa sóbrecarga informativa que cóexiste con la prolíferación de la cháchara y la banalización. Frenté á la colonización de la esfera comunicatíva por parte de las grandes grupos privados es necesario áfirmar un nuevo principio, sin el cual cualquier discurso acerca de la democracía corre el ríesgo de perder consistencia: el de que la comunicación es un espacio público. Los ciudadanos tienen derecho a utilizar los espacios comunicativos como usuarios, pero también como productores. Por ello las instituciones públicas (ayuntamiehtos, gobiernos autonómicos y gobierno central) deben garantizar el derecho a tener acceso al éter y a la banda ancha digital a los grupos que quieran acceder a ellos. Evidentemente no es un asunto fácil: los grandes grupos han conseguido que los sistemas de licencias y concesiones reviertan casi exclusivamente en su beneficio. Pero la experiencia italiana, donde en los márgenes del sistema oficial de comunicación comenzó, durante la segunda mitad de 2002, a extenderse el fenómeno nuevo de las televisiones de calle, ha puesto en marcha un proceso de escape. Un número creciente de personas está utilizando las tecnologías de la comunicación como instrumentos para crear espacios compartidos. Lo que sucedió con Internet en la segunda mitad de los años noventa podría repetirse en el conjunto del paisaje mediático. El dominio centralizado de las grandes empresas puede combatirse no mediante la oposición, sino mediante la proliferación. Estas televisiones, denominadas ya genéricamente Telestreet, están construyendo las condiciones sociales a partir de las que será posible pedir a las instituciones públicas que cumplan con su deber democrático, que no es el de hablar en lugar de los ciudadanos ni, menos aún, admitir que grupos de prepotentes invadan y privaticen el espacio público, sino el de permitir que los ciudadanos se expresen, se comuniquen, intecabien mensajes y creen putnos de atención. In the winter of 1982-3 the NCO suffered the desertion of some of its key men who, once arrested, broke the code of silence (omertà), turned against their former associates, and collaborated with the Justice Department. In the initial set of trials their testimony was found sufficiently reliable and convincing to determine the convictions of more than 800 defendants, but in the appeal their credibility was destroyed and the majority of people convicted solely on these witnesses' testimony were acquitted. This study documents the shifting relationship between these witnesses - called pentiti - and the Justice Department. To investigate this dramatic reversal of the defendants' convictions Marco Jacquemet combines analysis of talk and power technologies with a reflection on truth and credibility as communicative representations. …
