Pendant la période de réhabilitation, le parc est resté occupé par plusieurs groupes armés : coupeurs des routes, mai mai, FDLR, etc. L'exploitation pétrolière au Parc National de Virunga était repartie, par le gouvernement de la RDC en 5 blocs confiés, depuis 2009, aux différentes entreprises : Total, ENI, Shel et SOCO (Royaume-Uni). Les permis d'exploitation couvraient 58% de la superficie du parc alors que la loi congolaise interdit l¿exploitation de tout genre dans le Virunga. Le Lac Edouard comptait 29.500 hippopotames, 28 espèces d'amphibiens et était le lac le plus poissonneux d'Afrique et de la RDC. Actuellement, ces espèces tendent à disparaître suite aux différentes activités humaines sur le lac. Cette exploitation engendrerait, à cause des externalités négatives de la RDC, la marée noire et serait à la base de la guerre de l¿eau car le lac Edouard constitue la source du Nil blanc et du Nil bleu terminant sa course dans la méditerranée.
