Oft sind die Spielregeln des jeweiligen Gesetzgebungsprozesses für den Umfang und den letztendlichen Inhalt einer solchen Reform ausschlaggebend. Der Autor Thomas Kostera geht der Frage nach, wie sich Vetopunkte im Gesetzgebungsprozess auf die Gesundheitsreformen in Deutschland und Frankreich seit den 1990er Jahren ausgewirkt haben. Dabei wird untersucht, welche Mittel die jeweiligen Regierungen an der Hand haben, um solche Vetopunkte auszuschalten und ihre Reformprogramme zu verwirklichen. Anhand des Konzeptes der Pfadabhängigkeit wird erläutert, warum beide Länder erst in den 1990er Jahren mit umfangreichen Reformen beginnen. Nach der Bestimmung der effektiven Vetopunkte im deutschen und französischen Gesetzgebungsprozess überprüft der Autor an den letzten Gesundheitsreformen, welches der beiden Länder sich als reformfähiger erweist.
