In dem aufwändigen, symbolhaft auch aus Steuergeldern geförderten Buch "Das Winterpalais des Prinzen Eugen" werden Geschichte und Architektur des vermutlich prachtvollsten Finanzministeriums der Welt geschildert. Das Barock-Genie Johann Bernhard Fischer von Erlach hat es entworfen und gebaut, nach 1700 wurde es von dessen Konkurrenten Johann Lucas von Hildebrandt ausgestaltet und erweitert und in seiner weitläufigen Pracht erst 1725 fertig gestellt. Der siegreiche Feldherr Prinz Eugen wohnte bis zu seinem Tod 1734 in dem Palais. Seit 1848 beim Fiskus Was sich rund um die Baugeschichte zutrug und was sich in dem Winterpalais ab 1848 abspielte, als es zum Sitz der Finanzverwaltung erkoren wurde, haben der Kunstsachverständige Richard Kurdiovsky und der Wirtschaftsjournalist Klaus Grubelnik liebevoll zusammengetragen. Die meisterhaften Fotos der Prunkstiege und Prunksäle stammen von Pilo Pichler, das angenehm kurze Vorwort von Finanzminister Karl-Heinz Grasser. Die wenigen Zeilen reichen für Grasser aus, um sich in eine Reihe mit drei seiner berühmten Vorgänger zu stellen: den Nationalökonomen Eugen von Böhm-Bawerk und Joseph Alois Schumpeter sowie den Hartwährungs-Politiker Reinhard Kamitz. "Begreifen Sie Geschichte als Veränderung und machen Sie mit uns Zwischenstation beim Heute und Jetzt", rät er den Lesern am Zenit der innen- und währungspolitischen Wendejahre. Autor: Grubelnik legt dem heutigen Finanzminister den Leitsatz Böhm-Bawerks ans Herz: "Ein Finanzminister muss stets bereit sein zu demissionieren und stets so handeln, wie wenn er nie demissionieren wollte." Es haben sich Belege für den Erwerb von zwei Häusern durch den Prinzen ab 1694 erhalten. In diesem Jahr muss auch Johann Bernhard Fischer von Erlach (16561723) zu planen begonnen haben, da 1696 in einer ersten Bauphase nach seinen Entwürfen der siebenachsige Kernbau entstand. Für diesen wurde der Altbaubestand weiterverwendet, der die Geschosshöhen bereits vordefinierte. Fischers Hauptanliegen muss daher weniger einer innovativen Fassadengestaltung als einer schlüssigen Raumabfolge gegolten haben. Bis zum Jahr 1699 müssen sich der Prinz und sein Architekt jedoch entzweit haben, da ab 1702 Fischers Rivale Johann Lucas von Hildebrandt (16681745) zum Lieblingsarchitekten avanciert ist, das Winterpalais in zwei Etappen erweiterte und Innen ausstattete. Ab 1708 wurde das Winterpalais auf zwölf Achsen und 1723/24 auf 17 Achsen durch Hildebrandt vergrößert.[2] Da der Entwurf von Fischer von Erlach bereits anstelle einer geschlossenen Fassadengliederung mit betonter Mitte eine akzentlose Aneinanderreihung von Achsen vorsah, darf davon ausgegangen werden, dass an eine Erweiterung des Baus von Anfang gedacht war. Es konnten problemlos an beiden Seiten je fünf Achsen angeschlossen werden. Heute hat das Gebäude 17 Achsen mit drei Portalen, deren Anbau das ursprüngliche Konzept ohne Veränderung im Entwurf ermöglicht hat. Während Fischer von Erlach für die Repräsentationsräume in Richtung Straße verantwortlich zeichnete, baute von Hildebrandt ab 1702 den Bibliothekstrakt und eine Galerie an; zudem veränderte er auch einige Innenausstattungen.
