Medina (1888-1990) first achieved notoriety as the presiding judge in the Smith Act anti-Communist prosecutions of 1949 and was elevated to the Court of Appeals for the Second Circuit in 1951. In this lecture he calls for four reforms to the N.Y. State court system: reorganization, so as to eliminate autonomous courts and overlapping jurisdictions and provide an overall administrative structure; elimination of political patronage in the hiring of support personnel; procedural reform, by transferring rule-making power from the legislature to the courts themselves; and appointment rather than election of judges. All but the last recommendation have been largely implemented. Very good.
