Die ersten drei Bände behandelten übergreifende Fragen vor allem technologischer und Produktinnovationen querschnittsartig sowie exemplarisch in Referenzgebieten: "Innovation und Geistiges Eigentum" (Bd. 1), "Innovationsfördernde Regulierung" (Bd. 2) und "Innovationsverantwortung" (Bd. 3). Dieser Band wendet sich mit der öffentlichen Kommunikation einem Sachbereich zu, der gegenwärtig in besonderem Maße durch komplexe, meist internet-getriebene Innovationsprozesse geprägt ist. Es geht um ein Wechselspiel aus technischen und sozialen Innovationen sowie deren kulturelle Einbettung, die auch einer rechtlichen Umhegung bedürfen und dem Recht erhebliche Anpassungsleistungen abfordern. Nach einer Einführung werden im Anschluss an die vorherigen Bände zunächst der Rechtsgüterschutz durch technologische Innovationen für die Bereiche Jugend- und Datenschutz sowie die Provider-Haftung untersucht. Im zweiten Teil rücken die Diensteinnovationen im Sinne technischer und inhaltlicher Ausdifferenzierung und ihre angemessene rechtliche Erfassung in den Vordergrund. Anschließend wird die Rechtsdurchsetzung bei Hate Speech als besonders für die Meinungsfreiheit kritisches Element der Netzwerkregulierung in den Blick genommen.
