In questo libro ho tentato di discutere alcuni dei problemi che gli Stati Uniti debbono affrontare e la formulazione e l'esecuzione della politica estera necessaria a risolverli. Sarebbe difficile trovare un periodo nella storia mondiale, nel quale la sfida all'uomo libero sia stata così diffusa e così seria come al giorno d'oggi. Tutti i cittadini di intelletto e responsabilità hanno l'obbligo di studiare questo problema e di cercarne le soluzioni. Ciò che segue è il tentativo di uno di questi cittadini di derivare dalle sue esperienze argomenti o impressioni che possono riuscire utili a coloro che hanno il compito di realizzare la nostra politica estera. Nel mettere insieme le mie impressioni ho attinto più alle mie esperienze personali che alle ricerche. Nel luglio 1952 posi termine a quasi undici anni di servizio governativo quasi continuo o ai margini del governo. E la maggioranza di essi caddero in un periodo di emergenza bellica o di aspra tensione. Le mie attività si sono svolte nel campo della difesa, della economia e della politica estera. Alla fine del '52 lavorai nell'ambito della fondazione Ford ad un progetto che veniva definito condizione di pace.
