Wer sich von dem Buch wegen der zeitlichen Koinzidenz von Rücktritt und Veröffentlichung irgendwelche Enthüllungen oder dergleichen erwartet, wird enttäuscht. Dem Autor geht es offenbar tatsächlich um die Sache und er redet Klartext. Inhaltlich mag man zu der vorgetragenen Diagnose und den daraus abgeleiteten Therapievorschlägen stehen, wie man will: Dies allein schon nimmt den Leser für den Autor ein. Der klar und folgerichtig gegliederte Text bietet zunächst in vier Kapiteln eine schnörkellose Beschreibung der gegenwärtig in der Gesellschaft auszumachenden Sorgen und Zukunftsängste, der Entfremdung der Gesellschaft von der politischen Elite, des wirtschaftlichen Ist-Zustands ("Das Ende der Illusionen") und des politischen Sollzustands ("Vollbeschäftigung und ein wohlhabendes Land"). Im Anschluss referiert Merz in drei großen Schritten sein Reformmodell: Mit einer konsequent wertorientierten Politik will er die Glaubwürdigkeit der Politik wieder herstellen, auf deren Grundlage allein ein "Neues Denken für die Risikogesellschaft" mehrheitsfähig werden könne. Stichworte sind hier unter anderem ein einfaches, gerechtes und leistungsorientiertes Steuersystem, Einwanderung und Integration sowie die Eigenverantwortung im modernen Sozialstaat. Auch Reformen innerhalb des politischen Institutionengefüges sind nach Auffassung des Autors nötig. Dabei müsse die Rolle des Parlaments ebenso neu definiert werden, wie die des Bundes, der Länder und der Kommunen. Auch der Anhang bietet noch interessanten Lesestoff: Unter der Überschrift "Ein modernes Einkommenssteuerrecht für Deutschland" kann man hier noch einmal die von Merz bereits im November 2003 vorgelegten zehn Leitsätze für ein grundlegend reformiertes, radikal vereinfachtes Einkommenssteuersystem nachlesen.
