Qui prropo l'obbligo dell pubblica della pubblica istruzione, elogiandone il Ministro Michele COPPINO. Auspica che "almeno nel Comuni rurali l'allora triennio elementare (dai 6 ai 9 anni d'età) sia seguito da un altro triennio di obbligo scolastico in scuole rurali o festive, con multe ai genitori "che vogliono i figli allevati nell'ignoranza". QUENDA divenne poi Sindaco di ORBASSANO, che grazie a lui, che rimase in carica per oltre vent'anni, iniziò a trasformarsi, con l'ospedale San Giuseppe, la scuola Don Giordano, tessiture, opifici, strade; coinvolse gli altri sindaci della Val Sangone e del Pinerolese per l'apertura delle linee ferroviarie lungo l'asse Orbassano-Giaveno e Orbassano-Pinerolo (angoliditalia.it).
