Benigno (che gli dedicò una via) nel 1854, avvocato, poi deputato. Qui prropo l'obbligo dell pubblica della pubblica istruzione, elogiandone il Ministro Michele COPPINO. Auspica che "almeno nel Comuni rurali l'…allora triennio elementare (dai 6 ai 9 anni d'età) sia seguito da un altro triennio di obbligo scolastico in scuole rurali o festive, con multe ai genitori "che vogliono i figli allevati nell'ignoranza". QUENDA divenne poi Sindaco di ORBASSANO, che grazie a lui, che rimase in carica per oltre vent'anni, iniziò a trasformarsi, con l'ospedale San Giuseppe, la scuola Don Giordano, tessiture, opifici, strade; coinvolse gli altri sindaci della Val Sangone e del Pinerolese per l'apertura delle linee ferroviarie lungo l'asse Orbassano-Giaveno e Orbassano-Pinerolo (angoliditalia.it). Rarissimo, ignoto a SBN e al web.
