Neben der besonderen Berücksichtigung der Berliner Videoszene galt sein Interesse den internationalen St…römungen der Videokunst. Einen weiteren Sammlungsschwerpunkt bilden Aufzeichnungen von Performances und Aktionen, welche die künstlerischen Neuformulierungen der ausgehenden sechziger und siebziger Jahre in Berlin und anderswo dokumentieren. Bereits 1981 wurde die Sammlung Steiner im Katalog des Performancefestivals von Lyon als "une des collections d'art-video les plus importantes en Europe" bezeichnet. In Berlin allerdings blieb die Sammlung bis auf einen Insiderkreis weitgehend unbekannt. Nach wie vor agiert Steiner als Undercover-Agent im Dienst der neuen künstlerischen Medien.
