Wäh rend die Zusammenarbeit innerhalb dieser Verbundsysteme lange Zeit reibungslos verlaufen ist, hat die neuere Entwicklung zwischen den Mitgliedsinstituten beider Sys terne zu Konflikten geführt, die vor allem die Koope ration der unteren und der mittleren Ebene und damit den Kern der verbundwirtschaftlichen Zusammenarbeit betreffen und die Stabilität der Systeme gefährden.
