Teaterstycke i tre akter om krig mot Ryssland, och med skarpskyttarnas avslöjande av den ryska spionen Smirnoff. Den svenska skarpskytterörelsen som startade kring 1860 på initiativ av liberaler som S. A. Hedlund, Viktor Rydberg, L. J. Hierta m.fl. ville efter inte minst schweizisk förebild ha en allmän värnplikt och en frivillig folkbeväpning istället för den gamla obsoleta indelta armén. Det hela blev en succé och en stor folkrörelse. Från alla samhällsklasser anslöt man sig med gevär och fosterländsk entusiasm, myndigheterna anlade skjutbanor och övningsplatser och redan 1864 fanns det 239 föreningar med över 33500 medlemmar.
