Rubin studierte bei Franz Schmidt in Wien und bei Darius Milhaud in Paris. Gemeinsam mit Friedrich Wildgans war er u. a. für die Konzertreihe Musik der Gegenwart" v…erantwortlich, bevor er 1938 emigrieren mußte und über Frankreich nach Mexiko ging, wo er als Korrepetitor, Dirigent und Komponist wirkte. 1947 nach Wien zurückkehrend, war Rubin als Komponist sowie von 1975 bis 1984 als Präsident der staatlich genehmigten Gesellschaft der Autoren, Komponisten und Musikverleger registrierte Genossenschaft m. b. H. (AKM) in Wien tätig. Bestimmenden Einfluß auf Rubins Schaffen nahmen Milhaud und die Russen, besonders Strawinsky und Schostakowitsch. Er strebt eine möglichst prägnante Aussage in Thematik, Harmonik und Rhythmik an, um trotz neuartiger Faktur einer breiteren Hörerschaft verständlich zu sein. Als Kritiker (Volksstimme, Wien, und Österreichisches Tagebuch) ist Rubin den Problemen der Gegenwart aufgeschlossen, die er aus kompromißloser Blickrichtung zu deuten sucht" (MGG XI, 1041). Walter Weller war in den Jahren 1961 bis 1972 Konzertmeister der Wiener Philharmoniker und des Staatsopernorchesters. 1966 erfolgte nach seinem Dirigierstudium bei Josef Kr…ips (19021974) sein Debüt als Dirigent. Weller wurde ab dem Jahre 1971/72 Generalmusikdirektor der Duisburger Sinfoniker, 1975 bis 1978 Chefdirigent beim Niederösterreichischen Tonkünstlerorchester und von 1977 bis 1980 beim Royal Liverpool Philharmonic Orchestra, das ihn nach Ablauf des Vertrages zum Ehrengastdirigenten auf Lebenszeit ernannte. 1980 bis 1986 folgte die Chefstelle beim Royal Philharmonic Orchestra London, anschließend bis 1991 war er Chefgastdirigent des Orquesta Nacional de España. Von 1992 bis 1997 war er musikalischer Leiter des Royal Scottish National Orchestra, ab 1994 Musikdirektor der Allgemeinen Musikgesellschaft in Basel, Operndirektor des Theaters Basel und Chefdirigent des Basler Sinfonie-Orchesters. Die Stuttgarter Philharmoniker verliehen 2003 Walter Weller den Titel Ehrendirigent". Von November 2007 bis Juni 2012 wirkte er als Musikalischer Direktor und Chefdirigent des Belgischen Nationalorchesters (ONB), das ihn zum Musikalischen Ehrendirektor ernannte.
