Though the Indian economy has achieved a substantial growth rate of 9 percent the problem of unemployment and poverty in the rural areas of the country continues to be a cause of serious concern. During the last three decades the rich have become richer and the poor miserably poorer. Even the marginal farmers have become landless labourers. Due to ineffective delivery system and mismanagement of several employment programmes initiated by the Central Government the poor have not been benefited from them. To provide means of livelihood and reduce the quantum of poverty especially in rural areas the ruling United progressive Alliance (UPA) Government at the Centre enacted a law to enable the poor people in the rural areas to get 100 days employment with legal guarantee. This pro active measure became a law when the National Rural Employment Guarantee Bill was unanimously passed by the Parliament on August 23 2005 and notified in September 2005. The book presents the findings of a pilot study on implementation of the National Rural Employment Guarantee Scheme (NREGS) conducted in four districts Sitapur Raebareli Unnao and Barabanki eight blocks sixteen villages interviewing 400 beneficiaries (25 per village) on the worksite. Major findings reveal that the beneficiaries while expressing satisfaction on the new initiatives taken by the Government demanded increase in wage rates work site facilities as enshrined in the Act and increase in the number of working days in a financial year. The study also reveals that there is wide appreciation of the NREGA in the rural areas with significant representation of beneficiaries from scheduled castes and Other Backward Classes. There is need for vigorous identification of job opportunity well in advance and strict monitoring of the implementation process. Creating greater awareness about the scheme through various local media facilities available in the rural areas vigorous efforts to involve women workers in warranted. Though the sample size of the study is small it reveals interesting findings. It would be necessary to explore all the aspects of implementation process and plug various loopholes. 144 pp.

This book, as a part of a series of literary works that, together cover the whole expanse of the 1947-48 conflict, focuses primarily on the Kishanganga (also referred to as Kishenganga) Valley (and Northern Kashmir as a stepping stone to the said vale). As the readers would know and realise, the bow-shaped river basin of Kishanganga (KG) River provided depth and a huge geographical cushion to the Kashmir Valley during those fateful days. If we were, hypothetically, to take out Kishanganga Valley from the map for a while, the vulnerability of Kashmir Valley and Ladakh region would stand out, needing no further aggrandizement. The KG valley with steep gorges, fast-flowing streams and the KG River, was a tough terrain to evict the well-entrenched enemy from, i.e., after the presence of such elements had been discovered or reported many months after the commencement of the conflict. Post recapture, the extended frontages that the defenders then had to hold against a numerically superior, well-supplied enemy, turned out to be a tactician's nightmare. When we factor in the realities like lack of an air strip, lack of motorable roads and highly erratic supply lines, the challenges that Indian forces faced in the KG Valley, become apparent. It was, definitely, not a mean task to first throw the invaders out of the river basin and then hold the long stretch of the formidable mountainous terrain with just a handful of troops. As a result, many stretches were re-occupied by the enemy even after Indian troops had evicted them from such areas during the course of the conflict. The KG Valley, incidentally, sat in the middle of two secret plans, Operation Gulmarg (Kashmir and Jammu region) and Operation Datta Khel (Gilgit area), being put into action by Pakistan at that time. And unlike elsewhere, regular troops faced Indian troops from the very beginning of operations in and around the Tithwal area.
