Introduction by Sir Michael Sadler and a chapter by Lord Shuttleworth. x, 365 pp; 4 b/w plates as called for. 8vo - over 7¾ - 9¾" tall. First published in 1923 by John Murray. James Kay-Shuttleworth (1804-1877) was a physician, public-health reformer, and chief founder of the English system of publicly financed elementary education. Having obtained his medical degree from the University of Edinburgh in 1827, James Kay-Shuttleworth worked as a physician in Britain's industrial towns where he became deeply concerned about the social and educational needs of the poor. In 1835 he became an assistant poor-law commissioner, and his efforts to educate pauper children in workhouses convinced him of the need for a national system of education and teacher training. In 1839 Kay-Shuttleworth was appointed first secretary to the council set up to administer the government's annual education grants. Together with E. Carleton Tufnell, he founded St. John's College in Battersea, London, which was the first training college for schoolteachers in England. He introduced a system for the inspection by government officials of those schools receiving a grant. He also expanded and improved the pupil-teacher system, in which intellectually promising youths aged 13-18 simultaneously taught in elementary schools and received secondary education from the heads of those schools. Kay-Shuttleworth's health collapsed in 1848 but throughout his retirement he continued to promote state education through numerous publications, including articles on the results of the Education Act of 1870. "Shuttleworth was a giant among public servants and the architect of a plan which three generations after his death became a completed structure. To him more than anyone else we owe a debt of gratitude for the fact that this country today is equipped with schools 'for the children of her people' and that this enormous task was completed without a major battle between Church, State and Local Authorities.' - Jacket blurb. The subject, Day, 1748-1789, was a British writer whose bestselling book for children, drawing on Rousseau's educational principles, "The History of Sandford and Merton", was published anonymously in 1783 and followed by later volumes in 1786 and 1789. Wealthy through inheritance Day's life's focus was on liberal activity and amelioration of perceived injustice or inhumanity as well as being a popular and successful writer of children's literature. His "The History of Little Jack", for instance, showed how rich but spoiled Tommy was taught the virtues of labour and about the evil lives of the idle rich by his poor but virtuous friend Harry. Supportive of the US revolution Day also pointed out the contradiction between the phrase "all men are created equal" and the presence of slavery. He was a fervent abolitionist, a stance presaged by his first published work, a poem "The Dying Negro" a narrative of a runaway slave. Sadler was a historian, a university administrator, and a well regarded writer on education. Moule writes that he is 'quite prepared to receive and of course to attend to any communication from Mr. Sydney Walton', but that he must 'distinctly decline responsibility in detail [last three words underlined] for the work of the Bible Crusade'. He 'willingly expressed' his 'cordial personal sympathy with its aims when its founder [i.e. Walton] wrote' to him, but has 'just discovered to my surprise that I am being advertised in consequence as "the Leader of a new Campaign"'. He is 'about in a friendly spirit to protest [to Walton] against this unauthorized use of a very busy man's name'. Within a few years of the writing of this letter Walton would be, as his entry in 'Who Was Who' states, 'at Ministry of Munitions, then at Ministry of Food; on Lord Rhondda's personal staff, and later principal Private Secretary to Food Controller; Director of Publicity for Victory Loan in 1919'.
