Literature from developed countries shows that higher education institutions (HEIs) play an important role in accelerating human resources development for industries, through continuous professional development. This book reports on research carried out to examine drivers and barriers of collaboration between the water/sanitation (WATSAN) public sector and HEIs in developing countries, using Uganda as a case study. Interviews were conducted in 2006 with 13 senior professionals from 10 water/sanitation sector institutions, and 12 senior academics from various departments in 4 HEIs. Results showed that most existing collaborations were initiated by individuals, were informal, weak and ad hoc. Yet, all the stakeholders interviewed perceived industry- HEI collaboration to be an important factor for the attainment of their common long-term goal: enhancing the welfare of society. Policy makers and managers need to make deliberate efforts to put in place mechanisms and incentives that will foster organisation-wide collaborations.

The challenges for cost recovery are greater in urban areas of low-income countries where 88% of increase in global population is projected to be by 2015. Yet cost recovery in most urban water utilities in low income countries is low. In this study, a questionnaire was sent to 690 registered customers of an urban water utility in 11 towns of Uganda. Regression data analysis showed that customer perceptions of technical quality, functional quality, service value and corporate image strongly influence customer satisfaction. Service value and customer satisfaction in turn predict substantial variation in customer loyalty, which influences bill payment behaviour. Also, gender, education level, and occupation of the household head, with tenure status and household income significantly moderate the satisfaction/loyalty relationship. A major implication for water utility managers is that similar to other services, customer orientation improves willingness to pay for urban water services in low-income countries.
