Among the contents of this issue are an essay on Russian War Relief by William Maxwell; an article on American Ambassador Joseph Davies' book "Mission to Moscow" by novelist and dramatist Louis Bromfield; "The Man with the Sickle" on Soviet farming during the war by Riahov; "A Negro Citizen of Soviet Georgia" by poet Isidor Schneider; and a film review by short story writer Alvah Bessie. Author Anna Louise Strong looks at reconstruction after German attacks in "The Army of Construction". Also featured is a attack on the New York Post's military expert Fletcher Pratt by the editor.

Features a new introduction by Lawrence H. White. Carl Menger (1840-1921) was the founder of the Austrian School of economics. Foundational Austrian economist looks at "method". Menger's method emphasized the subjective theory of value, arguing that prices arise from individuals' subjective valuations; rather than production costs. His approach rejected historical or cost-based explanations, focusing instead on how marginal utility guides human choice and market exchange. From review: "Best of this volume could be considered: Menger's groundbreaking discussion of the "organic" origin of money, law, markets, and social institutions. Menger combines Burke's critique of "the spirit of innovation" with Karl von Savigny's historical insights into the origins of customary law. Menger insists that there are many facets of common law, custom, and inherited social institutions like money and markets that advance common welfare. These ideas heavily influenced F.A. Hayek's revival of spontaneous order theorizing in the mid 20th century. Menger's analysis of the organic origins of law and money carries lasting weight beyond the confines of now-forgotten 19th century disputes in the German speaking world. Menger's groundbreaking analysis of the emergence of money and law may draw inspiration from Burke and Savigny, but goes beyond in the uniqueness of his insights and analytical clarity. And, note that the best sections on law and money are less than half the book. The rest possibly can be safely ignored. Recommended are the three chapters of Book III (on organic development) and the lengthy Appendix VIII (on law).
