A lo largo de las últimas décadas se ha construido una vasta red de normas laborales internacionales en el seno de la Organización Internacional del Trabajo (01T). La mayoría de los países de América Latina han firmado casi como rutina estas normas y convenciones, pero frecuentemente sin darles un mínimo valor. Las normas laborales fundamentales no son un lujo de países desarrollados sino que pueden llegar a configurar un aspecto central para el desarrollo de una sociedad socialmente más integrada. Uno de los ejes más importantes del libro consiste en la revisión de tos distintos estudios empíricos que analizan la relación entre normas laborales fundamentales y crecimiento económico. Según estos estudios, los estándares laborales pueden reducir efectos negativos y facilitar un desarrollo más armónico. Importa en ese contexto la afirmación de que los sindicatos no representan, como frecuentemente sostienen gobiernos conservadores y empresarios, un obstáculo al crecimiento, sino más bien un posible factor de estabilidad. Asimismo, no existen evidencias empíricas que sustenten el argumento de que las normas laborales fundamentales tienden a aumentar los salarios, y que por eso afectan negativamente a la competitividad. Las inversiones productivas se orientan preferentemente en función del tamaño y del crecimiento del mercado, después por la estabilidad política y social y la calificación del trabajo, y por último por los costos de trabajo. Una cierta excepción en este panorama lo representa la industria de magulla, que se caracteriza por sus bajos salarios. Si algunas de las razones existentes para el escaso apoyo político a la adopción de los estándares internacionales en América Latina y el Caribe radican en la falta de un ambiente adecuado, en conocimientos precarios y actores e instituciones frecuentemente indiferentes, este estudio puede significar un paso importante para estimular la discusión.
