In the Spanish American War, declared in 1898 by President McKinley, 12 New York regiments were chosen for service: the 1st, 2nd, 3rd, 8th, 9th, 12th, 13th, 14th, 47th, 65th, 69th, and 71st New York Volunteer Infantry Regiments. All of these regiments were formerly National Guard units. Silas W. Burt, author of the second work on the Civil War, was appointed auditor of military accounts for the raising of troops in New York for the duration of the war. In his memoir he describes his duties on Governor Morgan's war staff. New York ranked first in population and resources available for the war effort; it furnished the most men and suffered the heaviest losses.
