Wird nicht unser Land trotz verhältnismäßig günstiger Bedingungen durch Unsicherheit, Enttäuschungen, Zukunftsängste und Resignation ähnlich heimgesucht wie das benachbarte Europa? Muß uns nicht die Beobachtung beunruhigen, daß der rechts- und sozialstaatlichen Demokratie große Teile unserer jungen Generation . fremd und distanziert gegenüberstehen .»? (Helmut Simon) Drei der Reden sind bei verschiedenen Anlässen und unabhängig voneinander in der zweiten Januarhälfte 1978 gehalten worden, eine, die von L. Raiser, Anfang November 1977. Die vier Autoren Angehörige der älteren Generation - treibt die Sorge um die Verfassung unserer Demokratie dazu, warnend ihre Stimme zu erheben. Es ist gewiß kein Zufall, daß drei der Reden im Rahmen von Evangelischen Akademien gehalten wurden. Da wo die laute Aufgeregtheit des politischen Geschäfts leicht die grundlegenden tiefen Verschiebungen und Verzerrungen unserer gesellschaftlichen Verfassung verdek-ken, da übernehmen diese Orte des nachdenklichen Dialogs - die in anderen Staaten kaum ein Pendant finden - eine wichtige Rolle als Mittler und Anmahner. Unmittelbar Bezug auf den Terrorismus nimmt die Rede, die Carl Friedrich von Weizsäcker zur Verleihung des Theo-dor-Heuss-Preises im Januar 1978 gehalten hat: «Wir verteidigen die Freiheit gegen die sich selbst irreleitende Angst der Bürger, wir verteidigen sie durch Festhalten am Recht. Es ist wichtig, den Bürgern unseres Landes verständlich zu machen, welche Gefahr sie laufen, wenn sie in die Falle treten, die ihnen der Terror stellt . Wir verteidigen die Freiheit vor allem aber, indem wir sie gebrauchen. Freiheit ermöglicht Vernunft. Die Vernunft findet viel zu tun in der heutigen Welt» (C. F. v. Weizsäcker)."
