Eduard von Simson war Professor für römisches Recht in Königsberg und wurde 1848 in die Frankfurter Nationalversammlung, im Dezember auch zu ihrem Präsidenten gewählt. Als führendes Mitglied der Erbkaiserlichen leitete Simson im April 1849 die Abordnung, die König Friedrich Wilhelm IV. von Preußen die Kaiserkrone anbot, war seit 1859 Mitglied des preußischen Abgeordnetenhauses und 186776 als Nationalliberaler Mitglied des Norddeutschen Reichstags und des Deutschen Reichstags, als dessen Präsident er 186773 amtierte. 1870 überbrachte Simson Wilhelm I. in Versailles die Bitte des Reichstags des Norddeutschen Bundes um die Annahme der Kaiserwürde" (DBE). Seit 1860 Vizepräsident, wurde er 1869 Chefpräsident des Appellationsgerichts in Frankfurt a. d. O. und hatte von 1879 bis 1891 das Amt des ersten Präsidenten des neuerrichteten Reichsgerichts in Leipzig inne. Als solcher versuchte er, diesem eine unabhängige und selbständige Stellung im Staatsaufbau zu verschaffen" (DBE). Der Brief v. 31. Mai 1871 mit kleinen alt hinterlegten Einrissen in den Faltungen.
