Pages are clean and intact overall but have a brown stain measuring about 1/2" x 5 1/2" in upper corner of fore-edge throughout pamphlet (text is affected but still readable), light age toning throughout, foxing, faint dampstains limited to top edge and margins along spine, and moderate chipping and splitting along spine. A Good copy. A speech that was originally delivered before the United States House of Representatives on January 10, 1848 by Frederick Perry Stanton (1814-1894), an American lawyer and politician. He served as a U.S. Representative from Tennessee from 1845-1855 and Acting Governor of Kansas Territory in 1857. He began his political career as a Democrat but became a Republican during the beginning of the Civil War in 1861. In this speech, Stanton defends President James K. Polk's decision to use the executive veto to stop a "harbors and rivers" bill from passing. This bill would have allowed funding for the construction and maintenance of infrastructure projects on waterways. While Stanton contends that Polk was well within his constitutional right to exercise the veto power, he generally disagrees with Polk's reasoning to stop the bill that had been supported by the majority of both the U.S. House and Senate. Stanton refers to extracts of statements made by Polk and other politicians such as John C. Calhoun to elaborate on his arguments. One of Polk's arguments for stopping the bill was that Congress would abuse its ability to pass infrastructure bills in an unlimited manner. However, Stanton counters this sentiment and notes that Congress had already in the past exercised its ability to makes rights of way on bodies of water and constructed "needful buildings" such as lighthouses. Stanton also supports federal government funding and constructing public works projects that are "important and national in character" because he believes these projects will be financially cheaper and more efficiently executed than if they were in the hands of private individuals or corporations. However, Stanton's position on the passage of the harbors and rivers bill is nuanced in that he pointedly states he would not support such an infrastructure or "internal improvements" bill until the Mexican-American War ends. He briefly discusses the ongoing war and takes the position, like many of his Democratic colleagues, that the war was justly prosecuted and that Mexico had started the war. Towards the end of his speech, he states his support for appropriations that would help to prosecute and end the war. He argues that the war currently takes priority over domestic matters such as the internal improvements in question but also states he would consider internal improvement bills once the war ends.
