Nel momento attuale i problemi causati dalla crisi economica non sono del tutto risolti; anzi, stiamo assistendo ad un continuo scivolamento in basso del nostro Paese nel quale, oltre alle crescenti incapacità dell'amministrazione statale, è prevedibil…e che si assisterà ad un arretramento di alcune regioni che erano uscite dal sottosviluppo e di alcune regioni sviluppate che potrebbero passare al livello delle regioni in transizione. Il mezzogiorno si sta allungando e bisogna intervenire prima che il Nord somigli al Sud. Gli autori muovono da questa fotografia per analizzare l'esperienza istituzionale pregressa, caratterizzata da un forte centralismo paralizzante, che ha colpito nel tempo, tanto le Regioni a Statuto speciale, quanto quelle a Statuto ordinario, per poi indagare gli scenari aperti dalla differenziazione asimmetrica di cui all'art. 116, terzo comma, della Costituzione. La riflessione, che intreccia il contributo di giuristi ed economisti, coltiva la dimensione prospettica del divario territoriale per spiegare come la nuova domanda di autonomia possa costituire un vantaggio non solo per le Regioni del Nord, ma anche per quelle del Sud e per lo stesso Stato la cui riforma appare inevitabile anche per ricollocare la Repubblica nello scenario europeo e internazionale, dopo l'impasse creata dalla crisi. The role of the regions vis-à-vis the local bodies and vis-à-vis the European and international order is also discussed, as the right to negotiate with foreign powers has now been conferred on the regions. Lastly, the volume presents contributions on regional finance and on the new law on fiscal federalism, as well as on regional powers in the area of health and welfare.
